Page 1 of 1 Page 1 of 1 Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a 12 month base and (4) annual option years to obtain Semen Analysis Collection and Laboratory Testing Services for the VA Providence Medical Center, 830 Chalkstone Avenue, Providence, RI 02908 from University Urological Associates, 195 Collyer St., Suite 201, Providence, RI 02904. These clinical laboratory testing services are needed to perform semen analysis for non-vasectomy and post-vasectomy patients and other select testing. The contractor laboratory must be able to perform semen analysis testing services including collection entirely upon their premises and the semen analysis testing must be examined and performed within 60 minutes after collection in order to maintain the quality of the specimen. Therefore, the testing laboratory must be located within 5 miles of VA Providence. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). A Sources Sought Notice was published to FBO on 5/11/2017 with no responses other than University Urological Associates. The applicable NAICS code is 621511. The FSC/PSC is Q301. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
