- Specifications FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of an Incubator SOLICITATION NUMBER: SB1341-17-RFQ-0511 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with NuAire, Incorporated located at 2100 Fernbrook Lane N, Minneapolis, MD 55447-4723 to purchase an incubator. The sole source justification is based on the following: The Biomaterials Group in the Biosystems and Biomaterials Division at The National Institute for Standards and Technology (NIST) requires a water-jacketed, humidified, CO2 incubator for the reproducible, reliable culture of bacteria and biofilms for development of measurements to quantify bacteria and their response to substrate properties. Due to space limitations, the incubator must securely stack upon an existing incubator (Nuaire NU-4850) without compromising the safety or performance of either incubator. The incubator components shall consist of the following specifications: 1.The single incubation chamber shall operate without the need for an external computer. 2.The incubator shall be stackable and must safely stack upon an existing NIST-owned incubator (Nuaire NU-4850) without compromising the safety or performance of either incubator. 3.The incubator shall include any hardware required for stacking upon the existing incubator. 4.Incubator shall have adjustable leg levelers. 5.Incubation chamber shall have a volume of least 5 cubic feet. 6.Incubation chamber shall include HEPA filters to filter the air to at least Class 100 air quality. 7.Incubation chamber shall have a side or back access port. 8.Incubation chamber shall display and control the temperature, CO2 level, and relative humidity. 9.Incubation chamber shall be water-jacketed for temperature control with a sensor to detect the water level in the jacket. 10.Temperature control range shall include 32 °C to 42 °C with accuracy of ± 0. 2 °C. 11.The incubation chamber shall have a relative humidity control system to control the relative humidity level, with a range of up to at least 90 %. Relative humidity accuracy shall be at least ± 3 %, and recovery time must be fifteen minutes or less. 12.Incubation chamber shall have an external water reservoir to support the relative humidity control within the chamber. 13.CO2 levels shall be controlled via an infrared CO2 sensor. 14.The range of CO2 control shall include at least 0.1 to 10 % CO2 with an accuracy of at least ± 0.1 % and a recovery time of five minutes or less. 15.Incubator shall contain at least four stainless steel shelves, with easy to remove stainless steel shelf supports and guide rails. 16.Interior surfaces of chamber shall be polished stainless steel with curved corners for easy cleaning. 17.The incubator shall include one platform with castors. 18.Shipping to the dock, in-laboratory delivery, and incubator installation/set-up/calibration are required by the Contractor. Market research has shown that NuAire, Inc. is the sole company who can provide this equipment to NIST as their incubator model is compatible with the existing NIST-owned NU-4850 incubator on which is will be stacked. Given these facts, NuAire is the only source reasonably available to provide the required incubator. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 06/09/2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
