- NOTICE OF INTENT SOLE SOURCE SYNOPSIS NOAA's Acquisition & Grants Office, Western Acquisition Division - Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with CLS America, of Lanham, Maryland, for the purchase of six (6) each Thorium-X Rugged Tablets. The sole source determination is based on the requirement of the Fisheries Monitoring and Analysis Division (FMA) to inspect and certify vessel observer stations. To increase operational efficiency of the vessel inspection process, the contactor shall configure/program six (6) Thorium X rugged tablets to automate the vessel inspection process by digitizing forms and allowing raw data documentation and manipulation on-site in remote locations. CLS America is the only responsible source that can provide the Thorium X tablets and programming services that can meet FMA observer needs. The Thorium X, provided by CLS America, has satellite capability which allows the user to access data in remote locations. This is an important feature since FMA observers' work is typically completed at remote Alaskan ports. Additionally, CLS America is the only vendor that can provide programming services to modify or change their applications used by the Thorium X. Since the Thorium X software is proprietary, CLS America is the only vendor that is capable of developing a program on this tablet unique to the North Pacific Observer Programs various vessel inspection requirements. This vessel inspection application will allow staff to complete their tasks more efficiently, provide continuity of data and fully automate the vessel inspection process. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide equipment that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
