- GENERAL: The United States Property and Fiscal Office for Colorado located in Aurora, Colorado intends to issue an Invitation for Bid (IFB) W912LC-17-B-5000, to award a single firm fixed-price (FFP) construction contract for non-personal services, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to complete the construction of a new Aircraft Support Equipment Maintenance and Storage Facility (ASE) for the 140th Wing in Aurora, Colorado. DESCRIPTION OF PROJECT: Scope includes, but is not limited to, new construction of a 12,500 SF Air National Guard Aircraft Support Equipment (ASE) Maintenance and Storage Facility utilizing conventional construction methods to accommodate the mission of the facility. Facilities will be permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. The facility should be compatible with applicable DoD, Air Force, and base standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. Special Construction Requirements include reinforced concrete caissons or grade beam foundations, floor slab on grade, erosion control, drainage and landscape. Interior hoists, indoors wash rack, tool crib, bench stock storage, battery servicing area, exhaust extraction system, covered storage, and administrative space. The building will be certified LEED Silver at the completion of the contract. The work is located on Buckley Air Force Base, Aurora, Colorado. OPTIONS: In addition to a base price for the work described above the solicitation includes Government Options for the project CRWU06-9125. There will be a total of seven (7) options. Options are as follows: 1. Demolition of Building 1606 Crash Rescue Fire Station and Control Tower including abatement of lead based paint and asbestos known to be in the building; 2. Remove and relocate the Storm Drain through the project site; 3. Remove the concrete drive Pavement North of the building site and Replace with seed; 4. Rough-In for Future Roof Mounted Solar PV; 5. Install New Telecomm Service 24 pair single mode fiber and 200 pair copper and necessary conduit from building 805 to building 701 ITN room; 6. Install Crane rail installed equipment. Note that the structure for the crane is installed as part of the base bid; 7. Wire manual connection equipment for Electrical Emergency Backup for building. BRAND NAME: This project requires the use of some brand name specific products. A justification will be posted upon issuance of and attached to the solicitation. Brand name products for this acquisition will include; Best Lock Core, Delta Controls, and Fire Alarm AES. CONSTRUCTION MAGNITUDE: Construction magnitude of the project is between $1,000,000.00 and $5,000,000.00 in accordance with FAR 36.204. PERIOD OF PERFORMANCE: Construction/contract completion time is anticipated to take up to 270-360 days after notice to proceed to include inspection and punch list. Actual PoP is dependent upon which of the aforementioned options will be exercised. Each project will have their own independent schedule within a master schedule; Scheduling of this project will be one of the most critical components of this solicitation. TYPE OF CONTRACT AND NAICS: This IFB will be for one (1) FFP construction contract. The North American Industry Classification System (NAICS) code for this work is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This action is being procured on a TOTAL SMALL BUSINESS SET ASIDE basis. The small business size standard is $36.5 million. LIMITATIONS ON SUBCONTRACTING: Your attention is directed to FAR clause 52.219-14 (b)(3) Limitations on Subcontracting, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. KEY DATES: The tentative date for issuing the solicitation is on or about 10 July 2017. The tentative date for the pre-proposal conference is on or about 20 July 2017, 10:00AM MST at Buckley AFB, Aurora 80011. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-proposal conference. All questions for the pre-proposal conference must be submitted by 18 July 2017 via email (preferred) to sabrina.m.deramus.civ@mail.mil and copy to whitney.l.arkle.mil@mail.mil. The solicitation closing date is scheduled for on or about 10 August 2017. Actual dates and times will be identified in the solicitation. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data.
