Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research to: make appropriate acquisition decisions and to secure knowledge of potential qualified Service Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses; as well as: 8(a), HubZone and other Small Businesses interested and capable of providing the product(s) and/or services described below. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) DUNS number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business; and (i) must provide a capability statement that addresses the organizations qualifications and the ability to provide the product(s) and/or services described below. THIS PROCUREMENT IS FOR NEW EQUIPMENT ONLY; NO REMANUFACTURED OR "GRAY MARKET" ITEMS. ALL EQUIPMENT MUST BE COVERED BY THE MANUFACTURER'S WARRANTY. The New Mexico VA Health Care System (NMVAHCS), located at 1501 San Pedro Dr SE, Albuquerque, NM, 87108-5128, is seeking potential qualified contractors who can provide the: CS300 intraaortic balloon pump (IABP) brand name only, plus accessories. All equipment will be shipped directly to: Phoenix VA Healthcare System, 650 Indian School Rd, Phoenix, AZ, 85012-1892. Any prospective vendor must be authorized/certified to sell the products or services described and show proof of that authorization at the time of responding to this Sources Sought announcement. Important: The Government is not obligated to, nor will it pay for or reimburse, any costs associated with responding to this sources sought announcement request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to the information contained in this announcement, in the event a solicitation is issued. The VA is mandated by Public Law 109-461 to consider a total set-aside for Service Disabled Veteran Owned Small Businesses. However, if responses from Service Disabled Veteran Owned Small Business firms prove inadequate, an alternate set-aside, or, full and open competition, may be considered. No subcontracting opportunities for this procurement are anticipated. The North American Classification System (NAICS) code for this acquisition is 334510, Electromedical and Electrotherapeutic Apparatus Mfg (1,250 employees). Notice to potential vendors: All vendors who provide products or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov. SDVOSB s must be certified in the VIP database at the time a quote is submitted in response to a solicitation, and at time of award, for a quote to be considered. ALL INTERESTED VENDORS WHO FEEL THEY ARE CAPABLE TO PROVIDE THE INDICATED PRODUCTS AS OUTLINED IN THIS SOURCES SOUGHT ANNOUNCEMENT should submit the information described above, by e-mail to Bryan.Rogers2@va.gov. This information must be received no later than 4:00 PM MST, June 6, 2017. Products needed: CS300 IABP with IntelliSense, with standard accessories and manuals. Brand Name Only: Maquet Getinge Group STATEMENT OF WORK: Equipment being ordered: CS300 Clamshell Intra-Aortic Balloon Pump (IABP) Transaction number: 644-202-17-00002 Description of what the equipment being requested is: The IABP provides life-sustaining support for patients with the following critical conditions: Cardiogenic shock. Acute myocardial infarction. Unstable angina. Acute mitral incompetence. Planned cardiac transplant. Ventricular arrhythmias refractory to conventional treatment. Cardiology is in the application process with the VA National Office to start a Percutaneous Transluminal Intervention (PCI) program. This will allow the Phoenix VA to treat Veterans with coronary artery disease in house, thus saving the VA the large expense associated with sending these patients out to the community for their care. In addition, this will give the Phoenix VA Cardiology section the control necessary to improve the quality and continuity of care provided to our Veterans. A key feature of the PCI approval process is demonstrating that the Phoenix VA is equipped to manage emergency cardiac situations. The Phoenix VA currently has one of the CS300 IABPs. The Cardiology section will need a second one in reserve for the possible eventuality of the first being off sight with a patient being transported emergently to a facility that can perform emergency open-heart surgery. Contractor will continue to provide ongoing training for staff as needed. Contractor to abide by all rules & regulations of the Phoenix VA Hospital to include obtaining contractor badge from police prior to proceeding to the cardiology department, park in designated area only, no smoking within 30 feet of the facility, no weapons allowed on the facility grounds. Description of how the equipment being requested operates: The IABP supports cardiac function in these vital life preserving ways: Decreasing cardiac workload by reducing left ventricular afterload. Increased coronary filling pressures thus improving myocardial perfusion. Increased mean arterial pressure thus improving tissue perfusion to the periphery and brain. This contract/equipment does not have data storage capacity nor will PHI/PII/III be captured, stored or transmitted. Where will the equipment being requested be used: The IABP will be inserted in the Cardiac Cath Lab. Once the IABP is has been placed, the patient can be transported to the Cardiac Same Day Care unit to await emergent transportation to a facility with an open heart program or to the VA ICU department. Who will be using the equipment being requested: Care of the IABP patient will fall to those Cath Lab and Critical Care RNs who have been trained and validated as competent in the highly specialized management of IABP patients. Justification: The complex and sophisticated nature of managing the IABP in a life threatening situation is the primary rationale for purchasing a second one of the same make and model. This will assure continuity in assessing the RN staff competency and reduce the risk of unintended errors. The IABP will have a low frequency of use but will pose a very high degree of risk if not managed properly. Purchase of the same vendor equipment will allow the VA to use the same intra aortic balloons in either piece of equipment (these balloons are already approved for purchase as one time only use for each item, disposable after use). Furthermore this would reduce the probability of staff error due to differences in types of equipment & ancillary items, ie disposable balloons. Since this IABP is used only in a life threatening situation, any potential for error should be reduced as much as possible.
