- This is a Request for Information and Sources Sought Notice for Market Research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID. NO SOLICITATION IS CURRENTLY AVAILABLE. The United States Property & Fiscal Officer (USPFO) for Montana is seeking information regarding capability and availability of potential small business sources to facilitate various camps in Montana. These camps are highly attended and focuses on military life style, resilience, effective communication skills and service learning, but the volunteers and staff do not have the skills nor certifications to teach arts for youth. There is a need for additional camp(s) in order to accommodate and support the National Guard children and youth of Montana in an additional camp experience. ARTS Summer Camp The objective of the contract is to provide a day camp experiences for MTNG children and youth. The camp will gather National Guard children and youth from around Montana to Helena, MT to assist them in making connections with developing a peer group with other National Guard kids through shared arts experiences in a traditional camp environment. The camp will be a form of the arts (theatre, music, etc) to give respite from the stress of having a parent deployed or serving in the National Guard and the added responsibility that often brings. Research has shown that teaching the arts to kids at a young age increases their empathy skills, teaches patience, boosts creativity in problem solving and encourages diversity. This is a unique opportunity for self-discovery and growth in a safe and exciting setting. The camp will teach National Guard kids effective communication and self expression skills, as well will be a safe place to share feelings, experiences and patriotism with new and old friends who understand them and have lived that life. The camp will provide experiences and training to campers with the express goal of building resiliency and coping skills. CONTRACTOR QUALIFICATIONS The contractor shall provide fully staffed, arts based summer day camp for children and youth of the MTNG Child and Youth Program to include: • Counselor staff trained and experienced in working with youth • Supervision by trained, background checked counselors at least 20 years old. • 5 day event that will engage youth age 6-17. • Documentation of the camps through pictures, videos and descriptions. • Camp staff must be covered by contractor's liability insurance. • Preference will be given to camp providers capable of serving campers with a variety of special needs and/or handicaps. • Provide the minimum professional staff of at least 2. Volunteers and MTNGCYP staff will supplement on an as needed basis to maintain regulatory ratios of youth:adults. • MTNGCYP will provide an Para Professional should there be an Exceptional Family Member registered for the camp. August 14-19, 2017 National Guard Youth Arts Camp, Helena MT Grades 1-12 (Fall 2017) Boys and Girls FAMILY RESILIENCE WEEKEND Objective The objective of the contract is to provide an over-night facility to host 10 National Guard families. Hosting to include lodging, recreational opportunities, meeting space and meals. The Child and Youth Program staff and volunteers will provide the activities and training content. The camp will use a natural/outdoor setting to give respite from the stress of being a part of a military family and the added responsibility that often brings. Location should provide unique opportunities for self discovery and growth in a safe and exciting setting. CONTRACTOR TASK SUMMARY The contractor shall provide the following: fairly remote, outdoor/nature-oriented summer adventure camp for families of the Montana National Guard Child and Youth Program to include: • Clean and well maintained, cabins or rooms for 10 families. Each cabin or room to have at least sleeping for 6. For a maximum of 60 people. • Adult adventure leaders qualified in high and low ropes type challenges/activities (if possible) • Safe and certified high ropes/adventure equipment, zip line, etc. (if possible) • Appropriately staffed and inspected kitchen and dining area o Meals in description below o 2 or more snacks provided per day o Beverages included with each meal (coffee, iced tea, milk, etc.) • Clean and maintained shower and toilet facilities for campers • Facilities, grounds, access and materials for traditional camping experiences like arts and crafts, camp fires, cookouts, field games and sports, hiking, etc. • Site is required to be able to serve campers with a variety of special needs and/or handicaps. i.e. cabin, rooms, bathrooms, etc. must be able to support wheelchairs, for a "reasonable accommodation". CONTRACTOR QUALIFICATIONS The contractor shall provide fully staffed, fairly remote, outdoor/nature-oriented summer adventure camp for children and youth of the Montana National Guard Child and Youth Program to include: • Clean and well maintained, gender separated cabins with beds for each of 20 campers with a same gender counselor sleeping in each cabin at a ratio of at least 1 adult for each 8 campers • Counselor staff trained and experienced in working with youth • 24 hour supervision by trained, background checked counselors at least 20 years old for the teen camp. • Adult adventure leaders qualified in high and low ropes type challenges/activities • Safe and certified high ropes/adventure equipment (as appropriate) • Appropriately staffed and inspected kitchen and dining area • Clean and maintained shower and toilet facilities for campers • Facilities, grounds, access and materials for traditional camping experiences like arts and crafts, camp fires, cookouts, field games and sports, hiking, etc. • Documentation of the camp through pictures, videos, descriptions and vignettes • Camp, camp staff and campers must be covered by contractor's liability insurance. • Preference will be given to camp capable of serving campers with a variety of special needs and/or handicaps. CONTRACTOR TASK SUMMARY The contractor shall provide the minimum staff of 1 director, 1 cook, and 4 counselors according to the below schedule and will: 1. Work with MTNGCYP and the State Family Program Director to train director and staff about unique qualities of National Guard kids and families and their unique strength, concerns and issues and develop activities and themes to support/address these strengths, concerns, and issues prior to the start of the camping season 2. Provide adult led activities in traditional camping type experiences i.e.: Arts and crafts, challenge/initiative games or courses, campfire, singing, stories, cookout, field sports/games, parachute games, archery, rock climbing, hiking, fishing 3. Provide adult led, safety certified, high adventure activities for the National Guard Teen Adventure camp i.e.: Zip line, white water rafting and rock climbing/climbing tower (these don't have to be provided by the camp itself, but all costs, certifications and insurance must be included in the per camper costs in this contract) 4. Provide adult led, safety certified, low adventure activities 5. Provide staff member 24 hours a day, trained and certified in child and adult CPR and first aid for treating children and monitoring medication and medical conditions 6. Provide activities, education and sharing opportunities designed specifically for National Guard children and youth, to help them: a. form bonds/connect with other military children and youth b. learn to express themselves and communicate effectively c. explore their unique strengths, concerns and issues d. build resiliency and healthy coping mechanisms 7. Plan/man and provide for check in and checkout of campers on the opening and closing days of camp 8. Provide for registration process and paperwork, work with Child and Youth Program Coordinator and the State Family Program Director to ensure camper eligibility. 9. Open camp registration by May 1, 2017. Registration to be coordinated with the Lead Child and Youth Program Coordinator to ensure eligibility of camp participation. 10. Include themes/classes/exploration of nature/nature connections/appreciation etc. 11. Work with the NG Child & Youth Program Coordinator(s) provided by the MTNG. Treat the Child & Youth Program Coordinator(s) as a regular staff member, (ie housing and meals), but not as a cabin counselor. 12. Per camper fee not to be greater than $375 per camper. 13. Meals provided to include: Day 1: Lunch and Dinner, Day 2: Breakfast, Lunch and Dinner and appropriate snacks, Day 3: Breakfast, Lunch and Dinner and appropriate snacks, Day 4, Breakfast and Lunch if programing goes past 1100. The contractor is responsible for paying for the camp, all indirect and direct costs associated with providing the camp weeks and experiences.
