Section 508 Accessibility Compliance Scanning and Services Request for Information (RFI) Introduction This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. RESPONSE INSTRUCTIONS Provide the following: 1.) Brief summary describing your technical approach to meet the requirements (Please see Attachment 1) and 2.) Responses to Information Requested outlined in the paragraph below. Generic capability statements will not be accepted or reviewed. The entire file shall not exceed 5 pages. Offerors shall be aware that the file size for email submissions is 5MB. INFORMATION REQUESTED: A brief summary of your technical approach to meet the requirements. A Rough Order of Magnitude (ROM) cost estimate for implementing the requirements of the PWS. A High Order Milestone Schedule (including total anticipated schedule length) for implementing the requirements of the PWS. Briefly describe your approach to Section 508 Accessibility Compliance Scanning of websites, SharePoint, documents and applications as well as the software tool(s) required to make up the solution that meets all of the requirements of the PWS. (Additionally, detail how your proposed solution would apply to e-learning and mobile applications) Provide information about your current capabilities in the area of Section 508 Accessibility Compliance Scanning Services and the credentialing of 508 specialists. Provide brief descriptions of the following: Tool(s) to be used for this effort. Walk-through of the process ( workflow ) from audit to remediation to certification Description outlining how metrics are calculated, including whether this is modifiable Recommended formats for the Reports to be generated Method of tracking, storing, and exporting test results Examples of organizational roll-up reports Help Desk response formats, processes and resolution turn-around times specific types of testing support provided to eLearning and mobile Other pertinent information they wish the government to consider Has the draft PWS provided sufficient detail to describe the technical and functional requirements that encompass the desired solution? ______ YES _______ NO (if No, answer 7) If NO, please provide positive or negative feedback regarding the PWS, such as recommended changes, noted exceptions, and ambiguities on elements of the draft PWS that may contribute to a more accurate proposal submission and efficient, cost effective solution.   Respondents shall include the following in their submissions: Name of Company: Cage Code and DUNS Number: Address: Point of Contact /Company Representative: Phone Number: Fax Numbers: Email Address: Any applicable schedules (General Services Administration (GSA), Mission Oriented Business Integrated Services (MOBIS), Veterans Technology Services (VETS) Government wide Acquisition Contract (GWAC), Transformation Twenty-One Total Technology Next Generation (T4NG), etc.); The NAICS code applicable to this acquisition is 541512. The Small Business Size Standard for this NAICS code is $27.5M. Please indicate your company s size and socio-economic status under this NAICS. Submit your response via email no later than 4:00 P.M. Eastern Time on June 7, 2017; If there are any vendor questions regarding the requirement, the Contracting Office will coordinate a comprehensive response and post to Federal Business Opportunities Page (FedBizOps). Mark your response as Proprietary Information if the information included is considered to be business sensitive and/or includes trade secrets. Any Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses responding, provide the intent and ability to meet set-aside requirement for performance of this effort, which in accordance with VAAR 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION) VA Notice of Total SDVOSB Set-Aside and VA Notice of Total VOSB Set-Aside, respectively, and 13 CFR §125.6, the contractor will not pay more than 50% of the amount paid by the Government to it to firms that are not SDVOSBs or VOSBs as defined by VAAR 852.219-10 (JUL 2016) (DEVIATION) and VAAR 852.219-11 (JUL 2016) (DEVIATION). WARNING:   Please do not wait until the last minute to submit your responses!   To avoid submission of late responses, we recommend the transmission of your response file 24 hours prior to the required response due date and time.   Please be advised that timeliness is determined by the date and time an Offeror s response is received by the Government not when an Offeror attempted transmission. Offerors are encouraged to review and ensure that sufficient bandwidth is available on their end of the transmission.
