Description
Turkey Creek - Missouri Interceptor The following is a Pre-Solicitation Notice for this requirement. This is not a Request for Quote (RFQ) or Request for Proposal (RFP). The U.S. Army Corps of Engineers, Kansas City District, intends to issue an Invitation for Bid (IFB) on or about June 30, 2017 on the FedBizOps website at www.fbo.gov. This requirement includes a construction project requiring improvements to lower Turkey Creek for its intended level of flood risk reduction In accordance with FAR 36.204 and FARS 236.204, the estimated magnitude of this construction project is: Over $10,000,000, The NAICS code for this specialty is 237990 (Other Heavy and Civil Engineering Construction). The size standard is $36.5 million. This requirement will be full and open competition. This IFB will result in the award of a single Firm-Fixed-Price (FFP) construction contract. A Bid bond will be required with your bid in the amount of 20% of the bidder proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the NTP can be issued. At this time, no pre-solicitation conference is planned for this solicitation. If the government does elect to hold a pre-solicitation conference, the pre-solicitation announcement will be modified accordingly. The estimated performance period for completion of construction is 730 +/- calendar days from Notice to Proceed (NTP). I. Background and General Information The Missouri Interceptor (Project) is the third of three storm water interceptors to be constructed on Turkey Creek and is the final feature to be constructed under the authorized Turkey Creek Basin project. This will be the second contract for the Missouri Interceptor. The project is anticipated to be broken into three contracts. The main feature of this contract is the construction of approximately 3,300 linear feet of dual cell 10'x9' reinforced concrete box (RCB) culvert. The Project is located within the street right-of-way of Roanoke Road, West 31st Street, Eaton Street and Southwest Boulevard through Union Pacific and BNSF right-of-way to the entrance of the Turkey Creek Tunnel in Kansas City, Kansas and Kansas City, Missouri. II. Description of Work The project consists of improvements to lower Turkey Creek for its intended level of flood risk reduction. The improvements consist of a nearly 1,300 ft of levee extension, the lowering of the creek for 360 feet at the entrance of the tunnel and the construction of storm water conduits to collect hillside drainage for conveyance to Turkey Creek. The alignment of the main interceptor from upstream to downstream runs in Roanoke Road, to West 31st Street, crossing Southwest Boulevard, through Union Pacific rail yard and crossing BNSF railroad tracks before daylighting to Turkey Creek. The main interceptor extends approximately 3,700 ft from the inlet at Roanoke Road to the outlet at Turkey Creek. Lateral lines connecting to the main interceptor will collect storm water from inlets constructed on West 31st Street, Eaton Street and Southwest Boulevard. The work includes dewatering of the Turkey Creek channel, demolition/relocation or abandonment of existing utilities, construction of access roads, relocation of sanitary sewer mains, private property and public street pavement replacement and secondary utility relocations.
