- Draft Level of Effort (LOE) DRAFT PWS REQUEST FOR INFORMATION-SOURCES SOUGHT ANNOUNCEMENT The Communication-Electronics Command (CECOM) Software Engineering Center (SEC) is seeking market research information for requirement ‘Office and Data Entry Support, and Asset Equipment Management Support Services/ W56JSR-17-R-0038 June 2017 Disclaimer: This is a Request for Information (RFI) only. Do not submit a proposal or quote. After reviewing the Office and Data Entry Support, and Asset Equipment Management Support Services requirement summarized in the attached draft PWS, interested capable contractors are invited to provide responses to the following questions. Responses should follow this format and be submitted electronically as one complete document. This RFI is for informational purposes only and is not to be construed as a commitment by the Government to procure any items/services, or for the Government to pay for the information received. No reimbursement will be made for any costs associated with providing information in response to this RFI or any follow-up information request. Overview: CECOM SEC is seeking information regarding capable and interested 8(a) small businesses for a 5-year requirement to provide administrative and asset/equipment management support services to the CECOM SEC. The Government intends to award a Cost Plus Fixed Fee (CPFF) Term type contract. The purpose of this RFI is to assess the pool of capable and interested 8(a) small businesses, and gain insight from industry for more effective means of soliciting the requirement. Information gained from this RFI will be used for creating the Government's acquisition plan. CONTRACT/PROGRAM BACKGROUND: Prior Contract Number: W15P7T-13-C-E033 Contract Type: CPFF Incumbent: Nexagen Networks Inc. Method of previous contract award: Directed 8(a) set-aside Anticipated award: August 2017 Anticipated Level Of Effort (LOE): 32* full time labor positions *subject to change based upon Government requirement Place of Performance: Aberdeen Proving Ground, MD Fort Huachuca, AZ Fort Belvoir, VA Fort Lee, VA RFI Questions: Responses are requested for the following questions. The applicable North American Industry Classification System (NAICS) code for this requirement is 541611 - Administrative Management and General Management Consulting with a Small Business Size Standard of $15.0M. This RFI is requesting responses to the following criteria ONLY from 8(a) small businesses that can provide the required services. 1. Do the draft documents provided (Performance Work Statement (PWS) and all Appendices) provide sufficient information for you to develop a technical proposal in support of the Government's requirements? If not, what additional information would you need? 2. What has your experience been with the following: a. Administrative Support b. Meeting Support c. Asset/Equipment Management 3. Government facilities will be provided for this effort at the CECOM SEC facilities, as outlined below. The contractor in support of this requirement shall utilize these facilities as the primary locations for these requirements. Can your company staff be readily available to provide support at these locations within 15-30 days of contract award? a. Aberdeen Proving Grounds, MD: 28 labor positions b. Fort Belvoir, VA: 2 labor positions c. Fort Huachuca, AZ: 2 labor positions 4. Include in your response your ability to meet the requirements in the Facility Clearance and Safeguarding requirements, in accordance with PWS 3.1.2 Security requirements. "The highest level of facility clearance required for the contractor to perform on this contract is SECRET.
