Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Vendors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is understood that any pricing provided is not binding but may be used for planning purposes. 1.0 Description B3 Solutions LLC, in support of the Department of State (DoS) Bureau of International Narcotics and Law Enforcement Affairs Office of Aviation (INL/A), is seeking information on supporting a potential upgrade of the existing AN/ARC-210 radio or procurement and installation of a replacement multiband, multimode radio on CH-46 aircraft operated in Afghanistan. 2.0 Background DOS INL/A requires a solution to counter radio frequency interference while communicating with ground parties with fixed radios and handsets in robust counter IED electromagnetic environments. Rotary wing aircraft in close proximity to the ground are currently equipped with the ARC-210 with an RT-1556B receiver/transmitter, which has proven less than ideal when communicating with ground parties due to radio frequency interference. 3.0 Requirements 3.1 General · Communicate in a robust jamming environment · Compatible with ground parties using the AN/PRC-152A (or similar) radios · Integrate with CH-46 aircraft and include a mounting provision and integration with the existing communications suite 3.2 Constraints · Weight: Similar to the currently installed AN/ARC210 with no significant impact on operating limits · Size (Dimensions): Similar to existing system, or if add on system, must fit in existing space available or not impede access to the flight deck or impede egress · Mounting location is TBD, could be in an avionics bay or hard mounted in such a way to be accessible to load/zeroize any COMSEC, or replace batteries · Power: Prefer aircraft power. Battery power to hold COMSEC when power not applied. · Frequencies: Compatible with ASCM waveform communication with ground handsets · Meet current MIL-STD-810 vibration/temperature requirements · Meet current EMI/EMC MIL standards · Flexibility for growth with evolving threats/capabilities 3.3 Procurement and Installation · Preferred is a solution that can be installed by unit-level maintenance overseas · ROMs should include incremental or per unit cost for up to 11 aircraft plus two spares · Warranty: Vendors should provide standard warranty information options available 4.0 Responses 4.1 Interested parties are requested to respond to this RFI via email NLT June 16, 2017, 7:00am EST to dospsodeliverables@b3solutions.com. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Please be advised that all submissions become US Government property and will not be returned. 4.2 Your response must provide the data requested below. 4.2.1 Name, mailing address, phone number and e-mail of designated point of contact. 4.2.2 Please answer the following questions: i. What do you offer that meets the requirements above? ii. What is the technical specifications for each option to include installation description? iii. What is your experience in utilizing offered option(s) and the results? iv. Time (man-hours) required to install on aircraft? v. Can it be installed at forward locations outside the US? vi. Are there different levels of repair for the LRU (line replaceable unit)? vii. Any unique training required over and above standard? viii. COMSEC storage requirement? Must be NSA certified capable of loading and storing encryption keys. ix. What is the ROM per unit for purchasing the equipment and any non-structural installation kit and related shipping cost outside the US? Please break out the cost.
