AMENDMENT NOTICE 0001: The following corrections have been made: 1. RESPONSE DATE field has been corrected to change the TIME responses are due FROM 11:59pm Eastern, TO 3:00pm Eastern; DATE remains unchanged at June 6, 2017. 2. REQUESTED INFORMATION: The bullet at the bottom of the section related to Lead Times has been revised to add "cost" as follows: o Provide lead times AND COST required to deliver the following purchased systems to Picatinny Arsenal, NJ: -- Lead time AND COST to deliver 5 systems -- Lead time AND COST to deliver approximately 10,000 systems -- END OF AMENDMENT NOTICE 0001 -- DESCRIPTION: This announcement constitutes an official Request for Information (RFI) for an Interim Combat Service Rifle (ICSR). The U.S. Army, Army Contracting Command - New Jersey at Picatinny Arsenal is conducting a market survey on behalf of Product Manager Individual Weapons to identify potential sources for a combat rifle system. This Request For Information (RFI) is for planning purposes only and should not be construed as a Request for Proposal or as an obligation on the part of the Government to acquire any services or hardware. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or Government use of such information. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Army in developing its Acquisition Strategy, Performance Work Statement and Performance Specification. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to same. The information provided herein is subject to change and in no way binds the Government to pursue any course of action described herein. The U.S. Government is not obligated to notify respondents of the results of this survey. Desired Attributes of Interim Combat Service Rifle: • The rifle must be a Commercial Off The Shelf (COTS) system readily available for purchase today. Modified or customized systems are not being considered. • Caliber: 7.62x51mm • Available barrel lengths, to include 16 and 20 inch barrels, without muzzle device attached. • Muzzle device capable of or adaptable to auxiliary devices for: -- Compensation of muzzle climb -- Flash suppression -- Sound Suppression • Fire Control: Safe, Semi-automatic, and fully automatic capable. • All controls (e.g. selector, charging handle) are ambidextrous and operable by left and right handed users • Capable of mounting a 1.25 inch wide military sling • Capable of accepting or mounting the following accessories. -- Forward grip/bi-pod for the weapon -- variable power optic • Detachable magazine with a minimum capacity of 20 rounds • Folding or collapsing buttstock adjustable to change the overall length of the weapon • Foldable backup iron sights calibrated/adjustable to a maximum of 600 meters range • Weight less than 12lb unloaded and without optic • Extended Forward Rail REQUESTED INFORMATION: Submission should be in electronic format that is Microsoft Office compatible. Submitted data will not be returned. If any of the material provided contains proprietary information, then mark and identify disposition instructions. Responses should include the following information in a written description of the weapon system. o Identify basic characteristics of the weapon system including, but not limited to: -- Overall length(s) -- Rail length(s) -- Type of rail/surface interface(s) (e.g. Mil-std-1913, mlok, keymod) -- Weight (weapon with no attachment) -- Magazine capacity(s) -- Magazine weight (empty) and at full capacity -- Trigger pull weight(s) (min. and max.) -- Barrel length(s), denote available barrel lengths if more than 1 -- Barrel twist rate and direction -- Cyclic rate (min. and max.) -- Operating system (gas impingement, piston, other) and denote if adjustable -- Indicate if the system is suppressor capable o Identify the accessories that are typically over-packed with the weapon (e.g. operators manual, carrying sling, magazine, optic/sight, etc.) o Identify the current and maximum monthly production capacity. o Provide lead times AND COST required to deliver the following purchased systems to Picatinny Arsenal, NJ: -- Lead time AND COST to deliver 5 systems -- Lead time AND COST to deliver approximately 10,000 systems o Provide Company Information to include: -- Company address -- Point-of-contact with telephone number, and e-mail address -- Type of business (i.e. Small Business, Large Business, 8a Small Business, Hubzone Small Business, Service Disabled Veteran Owned Small Business) o An operator's manual should be provided in the response. SUBMISSION INFORMATION: Submission should be in electronic format that is Microsoft Office 2007 compatible. Submitted data will not be returned. If any of the material provided contains proprietary information, then mark and identify disposition instructions. Electronic submissions shall be sent via Email to: gloria.thoguluva.civ@mail.mil. All information is to be submitted at no cost or obligation to the Government. Information marked {Proprietary to company name} will not be disclosed outside of the Department of Defense RESPONSE DATE: Interested Offerors should submit the information listed above no later than 3:00pm EST, June 06, 2017.
