Description

This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER and is not a request for competitive proposals. The Department of Commerce/NOAA/National Marine Fisheries Service, Northeast Fisheries Science Center (NEFSC), Oceans and Climate Branch, has a requirement to test the feasibility of using an untethered Drift Camera System (Lagranglan Camera Float) as a non-invasive survey tool for sampling in trawlable and untrawlable habitats to provide estimates of detectability of species for existing long-term survey indices. The NEFSC intends to issue a sole source, firm-fixed price award to the University of Rhode Island, Graduate School of Oceanography, to lead the field collection operations with the drift camera, supply a database with dive locations, Terrain Ruggedness Index, water depth, water temperature, and salinity, and photo mosaicked strips for each dive. The award will be made using other than full and open competition procedures, only one responsible source and no other supplies or services will satisfy agency requirements, and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(2). The associated North America Industry Classification System (NAICS) Code is 541712 and the business size standard is 500 employees. This notice is not a request for quote/proposal and no solicitation will be issued. Any firm that believes it can provide the stated services can provide supporting documents demonstrating their capabilities. Responses received will be used for future acquisitions.
