Attachment C - Price Schedule Request For Quotations (RFQ) and Performance Work Statement (PWS) Electronic Monitoring Installation, Training and Maintenance This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice, and is being conducted pursuant to FAR Part 12 and Subpart 13.5. The synopsis/solicitation constitutes a RFQ and incorporates provisions and clauses in effect through Federal Acquisition Circular No. 2005-95 dated 1/13/2017. Should the Government issue an order resulting from this RFQ, it will be in the form of a written offer to the supplier and shall require the supplier's acceptance by notification to the Government, in writing, as defined at FAR 2.101. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The RFQ is 100% set-aside for Woman Owned Small Business concerns. The associated North American Industry Classification System (NAICS) code is 541690, which has a corresponding size standard of $15,000,000 or less. The Government anticipates awarding one Time and Materials contract with a Base Period from July 10, 2017 through July 9, 2018 with four (4) one-year option periods. The Contractor shall supply all necessary personnel, supervision, services, materials, travel and other items as required by the Performance Work Statement. The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, 200 Granby Street, Suite 815, Norfolk, Virginia 23510, on behalf of the National Marine Fisheries Service, Office of Sustainable Fisheries is soliciting quotes for the Installation, Training and Maintenance of Electronic Monitoring (EM) Systems in the Pelagic Longline Fishery. The contractor is responsible for providing all labor, services, materials, shipping, travel and standard commercial warranties, in accordance with this RFQ. Scope/High-level Description: The Contractor's primary responsibility is to provide the equipment, infrastructure, and personnel necessary to support the pelagic longline EM program. This includes production of digital video that records gear retrieval/catch events on all permitted vessels with pelagic longline gear onboard in the Gulf of Mexico and Atlantic. The majority (~90%) of vessels involved in this program are located in the states of Florida (~31%), Louisiana (~27%), New York (~16%), and New Jersey (~16%), but vessels may also be located in the other Atlantic and Gulf states. Specifically, the Contractor shall install new, and maintain existing, EM and recording systems. Systems shall collect unedited and continuous digital video of all pelagic longline gear retrieval/catch events in all types of marine weather and lighting conditions. Systems must be compatible with the current EM systems that are in place in the pelagic longline fishery. The Contractor shall incorporate into the recording system the capability to use non-video data to supplement data relevant to fishing effort and location (i.e., data from fixed sensors such as drum rotation sensor and hydraulic sensor, data on gear deployment and retrieval, and positional data).
