Description
MAINTENANCE SHOP WASTE COLLECTION, WAR IN THE PACIFIC NATIONAL HISTORICAL PARK This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This Solicitation Number P17PS01511 is issued as a Request for Quote (RFQ), to provide waste collection services three times a week at the War in the Pacific National Historical Park Maintenance Shop. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-94 and 95 thru Jan 19, 2017. This acquisition is a 100% small business set aside, using NAICS 562111, Solid Waste Collection, size standard $38.5 million. The contractor who is selected for this project will provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other items necessary to complete the attached Statement of Work. The work will be performed at the War in the Pacific NHP Maintenance Facility located at 460 N. Marine Corps Drive, Piti, Guam. Access is via Ron Wilson Lane, located off Marine Corps Drive (Route 1). The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. Please submit offer pursuant to the aforementioned instruction. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer. The selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition, to include the following clauses that are incorporated by reference: FAR 52.203-98, 52.204-10, 52.209-6, 52.219-6, 52.219-28, 52.222-3, 52.222-21, 52.222-26, 52.222-36, 52.222-41, 52.222-42, 52.222-50, 52.222-55, 52.222-62, 52.222-41, 52.222-43, 52.222-55, 52.223-18, and 52.225-13. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. This contract is also subject to the Service Contract Act and the current applicable wage determination is attached. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government will award a contract resulting from this solicitation using Lowest Price Technically Acceptable (LPTA) source selection process as described in solicitation clause FAR 52.212-2 and in this section. The following factors shall be used to evaluate offers: (i) Price, and (ii) Past Performance (Technical). Please include pricing for the following line items in your offer: Item Price 10 Waste collection and disposal - Base Year$______________ 20 Waste collection and disposal - Option Year I$______________ 30 Waste collection and disposal - Option Year II$______________ 40 Waste collection and disposal - Option Year III$______________ 50 Waste collection and disposal - Option Year IV$______________ A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Please submit offers via email no later than Wednesday, June 14, 2017 at 3:00 P.M. Hawaii Standard Time/Thursday, June 15, 2017 at 11:00 am Guam Time. DO NOT SUBMIT OFFERS THROUGH ANY OTHER MEANS.
