- Sources Sought Synopsis: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible business firms that are capable of providing the supplies described herein prior to determining the method of acquisition and issuance of a Request for Proposal. It does not constitute a solicitation and shall not be construed as commitment by the Government. Responses in any form are not offers and the government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description in strictly voluntary. The results of this Sources Sought will be utilized to determine if any Small Business Set-aside opportunities exist. All Small Business Set-aside categories will be considered. In addition, this market research tool is being used to identify potential and eligible firms, of all sizes, prior to determining the method of acquisition and issuance of a solicitation. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. Requirement Overview: The Naval Air Warfare Center Aircraft Division (NAWCAD), AIR-2.5.1.11 at Patuxent River, MD announces its intention to procure on a sole source basis an L-band, S-band, and C-band - 20 (LSC-20) tracking antenna to support all major flight testing at the Atlantic Test Range (ATR) (5.2.4.3). Real-Time Telemetry Processing System IV (RTPS IV) is a Navy Improvement and Modernization effort aimed at replacing the existing telemetry processing systems at ATR. RTPS IV provides processing and display of data which is collected and transmitted as telemetry signals from the aircraft or other test articles. The LSC-20 antenna will be used for the tracking of Flight Test Vehicles by Patuxent River Naval Air Station personnel, mainly at remote location sites. The LSC-20 antenna auto tracks in all three telemetry bands (L/S/C). The system also down converts C-Band down to 400-1150 MHz for use in existing navy owned telemetry receivers therefore new receiver assets would not have to be purchased or upgraded. ELIGIBILITY: The PSC for this requirement is 5999; the NAICS is 334111 with a size standard of 1,000 employees. All interested businesses are encouraged to respond. Specifically, the Government is evaluating the possibility of establishing this requirement as a Small Business/Other Socio-economic Set-Aside. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. ANTICIPATED AWARD: The anticipated award date is July 2017. ANTICIPATED CONTRACT TYPE: The contract type is anticipated to be Firm Fixed Price (FFP). This software shall be utilized on-site at Naval Air Station Patuxent River, MD Atlantic Test Range. REQUIREMENTS : See attached Draft SOW. SUBMITTAL INFORMATION: Interested parties are requested to submit a response of no more than 10 pages demonstrating their products capability and specification to perform the required supply listed in the attached SOW. This document will be segregated into several distinct sections and shall address, as a minimum, the following: 1. Provide the title of the requirement which you are applying to, company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status. 2. Describe the specific technical specification which your product possesses which will ensure capability to perform the required tasks as outlined in the draft statement of work. Provide if your company has supplied this product in the past in support of same/similar requirement(s). Additionally, a list of points of contacts and current telephone numbers to confirm facts presented in past supported contracts. Other areas to focus on: i. Portable; ii. Auto tracking (which telemetry band); iii. Conversions of telemetry bands. 3. Provide comments regarding any unduly restrictive aspects of the Statement of Work (SOW), which may prevent your organization from submitting a competitive bid. Additionally, provide any questions which you may have about the (SOW), requirement, and acquisition strategy. All responses must include the following information: Company Name; Company Address; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. The deadline for response to this request is June 12, 2017. All communication in reference to the above submissions shall only be permitted through the contract office 2.5.1.11 NAWCAD. //////////////////////////////////////////////////////////////////////////////////////////////// Draft Statement of Work for : WTW LSC-20 Tri-Band Tracking Antenna Background: The Atlantic Test Range, Telemetry Branch is intending to procure a WTW LSC-20 Tri-Band Tracking Antenna. The Telemetry Branch needs to procure this antenna to continue the upgrade of the Real-Time Telemetry Processing System (RTPS IV). This antenna will be used to support all Flight Test Operations that use the RTPS IV Computer System. Scope: The Real-Time Telemetry Processing System (RTPS IV) provides processing and display of data which is collected and transmitted as telemetry signals from the aircraft or other test article. RTPS IV receives the telemetry signals, decodes each individual measurement included in the signals received, computes additional "derived measurements' needed, and makes all measurements available for display in a Project Engineer Station (PES). The actual data displays are then selected by the project engineers according to the requirements of the specific test being conducted. RTPS IV operations are conducted and data processed in a sequential collection of equipment called a stream. Objectives/Tasks: The WTW antenna is being procured is needed for tracking of Flight Test Vehicles by Patuxent River Naval Air Station personnel, mainly at remote location sites. This antenna system needs to auto tracks in all three telemetry bands (L/S/C). The system also needs to convert C-Band down to 400-1150 MHz for use in existing navy owned telemetry receivers therefore new receiver assets would not have to be purchased or upgraded, this is a necessity to maintain clean data at remote locations where saving SPI data is not available.
