- Notice of intent to award a sole source procurement to Winner Aviation of 1452 Youngstown Kingsville Rd NE Ste 1 Vienna, OH 44473-9788 to provide 100LL aviation fuel, as well as storage and distribution of said fuel to the required aircraft. Reference the attached J & A. This is not a request for competitive proposals. A determination was made not to compete this requirement due to the fact that Youngstown Air Reserve Station does not have the capacity to store and distribute 100LL AVGAS. The storage facility must have the capacity to hold at least 4,500 gallons of 100LL fuel, be equipped to dispense fuel to numerous types of aircraft, and track the amount of fuel dispensed to each aircraft for accountability purposes. Winner Aviation is the only on-site vendor capable of meeting our requirements. The vendor is located Youngstown-Warren Regional Airport (civilian ramp). YARS does not have compatible equipment required to store and dispense this fuel type. This procurement must be completed in a timely manner to meet mission requirements
