Description
***** Army Contracting Command - Aberdeen Proving Ground (ACC-APG), in support of the Program Executive Office Command Control Communications-Tactical (PEO C3T) and Project Manager (PM) Warfighter Information Network - Tactical (WIN-T), is posting the following updated draft documents, based on feedback received from the April 2017 Draft document release, of the DRAFT Solicitation/Request for Proposal (RFP) for the planned Troposcatter Transmission Systems (TROPO) solicitation in order to obtain any additional comments and suggestions from industry before actually soliciting proposals: (1) Draft-PWS (Section C); (2) Draft-PWS Attachment A; (3) Draft-PWS Attachment B; (4) Draft-PWS Attachment C; (5) Draft-PWS Attachment D; (6) Draft-PWS CDRL List; (7) Draft-RFP Section L; and (8) Draft-RFP Section M. ACC-APG is planning Industry One-on-One meetings at Aberdeen Proving Ground, MD on the week of 19 June 2017 for qualified interested contractors in fulfilling the TROPO requirement. The dates for the One-on-One sessions are 20 June 2017, 21 June 2017 and 22 June 2017. If interested, the contractor shall respond to both Government Points of Contact prior to 1200 ET on 6 June 2017 with first, second and third choice of date, if you would prefer a morning or afternoon session and any questions the contractor would like to discuss with the Government at the meeting. The questions asked, the response from the Government will be posted after the One-on-Ones to ensure all interested parties have the same information for this requirement. The Government has support contractors from Booz Allen Hamilton and Netorian that may be attending the One-on-One sessions with the Government; if there are objections to this attendance, or additional requirements from your company is required for them to attend, please advise both Government Points of Contact with your company's response no later than 1200 ET on 6 June 2017; silence or no mention will be taken to mean consent for them to attend from the contractor. Once the Government has a list of interested contractors and the preferred dates and session times, the Government will develop the schedule of sessions and supply any qualified contractor interested with the session date and time assigned, and a set of questions the Government would like to discuss with Industry for the TROPO requirement. To allow contractors time to prepare responses, the Government will provide the questions no later than close of business on 9 June 2017. If a contractor is not interested in participating in a One-on-one but would like to submit a question or provide feedback; these shall be provided to both government Points of Conact with the information no later than 1200 ET on 6 June 2017. ACC-APG is tentatively planning on: (1) posting responses to the questions of this draft-solicitation within the next 30 days; (2) issuing the official RFP in the 4th quarter of Fiscal Year 2017; & (3) issuing the official RFP for full and open competition. This is not an official RFP and no solicitation is available at this time. Anything and everything related to this potential solicitation is subject to change. Please do not submit a proposal to this draft RFP Section C PWS as it is only intended for industry review and feedback in preparing for the One-on-One sessions. The Government invites any and all business, academic, and governmental organizations to provide comments and suggestions. Any and all input related to these draft documents shall be submitted to both Government Points of Contact prior to 1200 ET on 6 June 2017.
