- Notice of Intent to Sole Source The General Services Administration, Federal Acquisition Service, National Capital Region intends to award a firm fixed price contract on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to N-Link LSG Joint Venture, 550 NW Franklin Avenue, Bend, Oregon 97701. The period of performance for this contract is two months. This is not a request for competitive quotes; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within 15 days from the date of the publication of this synopsis. Project Description: To provide continued IT support services to Department of Commerce's (DOC)network infrastructure (HCHBNet).  The following services include: 1) Operation, maintenance, replacement and upgrade of the cable plant, servers and related HCHBNet components in support of the building renovation; 2) Support cable plant moves, adds and changes (MACs) in the newly renovated spaces as well as cable plant, IT, and phone MACs for work related to office requirements; 3) Auxiliary IT support and engineering services for users and applications that runs on or over HCHBNet; 4) Operations and maintenance of security monitoring and enforcement devices to include policy management; 5) Perform vulnerability scanning and reporting of all HCHB network devices and OITS assets according to monthly schedule; 6) Provide first-tier security monitoring and incident reporting for HCHBNet; and 7) Provide network support for ongoing network. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses are due by 06/15/2017 2:00 pm EST. Information can be sent to the Contracting Officer at Daniel.r.miller@gsa.gov. A determination by the Government not to compete this proposed contract based on responses to this notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, GSA will proceed with the sole source task order with N-Link LSG Joint Venture as noted herein. Costs associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the vendor and these costs will not be reimbursed by the Government.
