- NOTICE OF INTENT FOR SOLE SOURCE The U.S. Environmental Protection Agency (EPA), in Research Triangle Park, NC, intends to award a sole source purchase order under authority of Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures to Southern Coastal California Water Research Project (SCCWRP) to sample streams in ten EPA-specified watersheds in South Coast ecoregion of California. AED is requesting a sole source procurement to obtain monitoring, habitat assessment, water quality and taxonomy analysis services for aquatic periphyton and macroinvertebrate communities in ten specified streams in the South Coast PSA ecoregion of California during the 2018 and 2019 field seasons. These data are needed to evaluate the effectiveness of green infrastructure stormwater best management practices (BMPs) which have been implemented in these watersheds, and for which pre-BMP monitoring data are available for comparison. EPA has already compiled data on recent BMP activity in California watersheds and the availability of pre-BMP monitoring data. It is critical that post-BMP monitoring data be comparable to existing pre-BMP monitoring data. Pre-BMP monitoring data were collected and taxonomy analyzed using protocols established for California's Surface Water Ambient Monitoring Program (SWAMP), which are the same protocols being applied for the Bioassessment Survey of the Stormwater Monitoring Coalition by the Southern California Stormwater Coalition (BS-SCSC 2015 - 2019) which is coordinated by the Southern Coastal California Water Research Project (SCCWRP). In addition, the SCSC has the only existing stormwater effects monitoring program underway in the South Coast Ecoregion, with coordination across all regulated entities in the ecoregion that have responsibility for assessing stormwater effects under the MS4 program (http://www.waterboards.ca.gov/water_issues/programs/swamp/monitoring/). The circumstance permitting is FAR 13.106-1(b) "Soliciting from a single source". All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications in writing within 10 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation is available. Consequently, anyone failing to provide the aforementioned and instead chooses to merely submit a routine letter requesting a copy of the statement of work or more information about the project will be ignored. The information received to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
