- ATTACHMENT A - DRAFT Scope of Work (SOW) and RFI-656-17-00001Request for Information (RFI) and Sources Sought Dear Potential Offeror, Thank you for your interest in USAID/Mozambique's Efficiencies for Clinical HIV/AIDS Outcomes (ECHO). This is anticipated to be a 5-year contract with two (2) two-year options. This is a cost plus fixed fee (CPFF) Completion type contract with a total estimated cost of between $350 and $400 million. The purpose of this communication is to obtain industry comment on the attached DRAFT Scope of Work (SOW) and DRAFT Management Approach, Key Personnel and Other Staff. To that end, information obtained through this RFI will be held in confidence and will not be disclosed to the public unless specifically requested by responding sources. Note that this is a Request for Information (RFI) and not a Request for Proposal (RFP). This RFI asks only for comments and questions related to the attached Draft SOW and Management Approach, Key Personnel and Other Staff, which is planned for subsequent release as a Request for Proposals (RFP). This RFI is not to be construed as a commitment by the U.S. Government to issue any solicitation or ultimately award a contract on the basis of this RFI, or to pay for any information submitted as a result of this request. It should be noted that responding to this RFI will not give any advantage to any organization in the subsequent procurement. While we welcome any comments you may have, we ask that if you chose to respond, that you answer the following questions to assist USAID: 1. It is anticipated that the RFP will be released as a Scope of Work, requiring the Offeror to respond with a Technical Proposal. Does the Draft SOW contain enough information to draft a technical response? If not, what more is needed? 2. Is the proposed management approach feasible? Are the number and requirements for the key personnel listed in the draft RFI reasonable? If not, please tell us why and what adjustments you suggest. 3. What other comments do you have about the SOW and requirements? Responses must include organization's name, address, point of contact, phone number and e- mail address. Please submit responses to this RFI to jcaetano@usaid.gov no later than June 16, 2017. Please put in the project title "RFI - ECHO - Efficiencies for Clinical HIV/AIDS Outcomes" in the Subject line. USAID/Mozambique will not provide answers to any question submitted in response to this request. In accordance with Federal Acquisition Regulation 15.209(c), the following clause is incorporated into this RFI: "FAR 52.215-3 REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of gathering information and comments on a Draft SOW, Management Approach, Key Personnel and Other Staff." USAID may use any information provided as part of your submission without incurring any obligation. Please note that USAID is not seeking technical or cost proposal at this time.
