THIS IS A SOURCES SOUGHT ANNOUNCEMENT OLY. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NO RECEIVE A RESPONSE. VA Health Care System in Alexandria, LA is conducting market research to determine the availability, interest, capability and size standard of any potential sources capable of providing the requirements listed below. The information in this notice is based on the best and most current information available to date. This information is subject to change and is not binding to the Government. The Government shall not reimburse the costs of preparing responses to this request for information/sources sought notice. This is sources sought for P25 compliant Digital Trunked Radio System with frequency requirements to communicate with external Emergency Response Organizations; i.e. Washington County Sherriff, Fayetteville Police Department, Arkansas State Police Troop L, and University of Arkansas Police Department (see draft SOW). The requirement is for Veterans Health Care System of the Ozarks, Fayetteville, AR. Please provide response if your company can provide the requested product, brand name or equal IAW the draft SOW. If submitting an equal product, please provide specifications and data for your items, your company size standard and capability statement. In addition, please provide documentation showing you are capable to provide these communications/the airwaves necessary for the use of this equipment. The Government will not release any information marked with a Proprietary legend, received in response to this RFI/sources sought, to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Failure to respond to this RFI does not preclude participation in any future associated RFP that may be issued. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website: www.fbo.gov. It is the potential Offeror's responsibility to monitor this site for the release of any follow-on information. Information is sought from all available sources. Nevertheless, the VA must comply with the Veterans First Contracting program implemented on June 16, 2016, when the U.S. Supreme Court ruled that consistent with Public Law 109-461 (38 U.S.C. 8127 and 8128), the VA shall award contracts based upon competition restricted to SDVOSBs or VOSBs when a contracting officer has a reasonable expectation, based on market research, that two or more firms listed as verified in Vendor Information Pages database are likely to submit offers and an award can be made at a fair and reasonable price that offers best value to the United States. All interested parties should send company and descriptive literature as well as any comments or questions to the designated Contract Specialist, Ms. Renata Ott, via e-mail. All responses should be received NO LATER THAN 12:00 PM EST, 09 JUNE 2017. Responses should be submitted electronically to the designated Contract Specialist, Renata Ott, in Microsoft Word format or Portable Document Format (PDF) at the following e-mail address: renata.ott@va.gov.
