- MSARNG requires analyzers that are CLIA waved test systems that provide real time accurate point of care testing. The analyzer must be mobile and durable, easily moved and strong enough not to break with rough transportation. Ideally the analyzer will be compact, about (L) 21cm x (H) 12cm x (W) 13cm and come with a 2 year warranty. The analyzer must use cassette's to run the tests have a memory recall function where you can pull up the last test performed and reprint the results if needed. The cassettes should be compact (L) 6cm x (W) 4cm and be single use/disposable items. The analyzer cannot be battery powered, it must run on power, 20v at a 1A minimum and have a separate thermal printer that attaches to it. The analyzer must be able to provide fast results (within 5 minutes per test) for a range of test to include the following: 1) Lipid profile and glucose 2) Lipid profile 3) Total cholesterol, glucose and High-density lipoprotein 4) Total cholesterol and High-density lipoprotein 5) Total Cholesterol 6) Total Cholesterol and glucose The analyzer must allow parameters to be set to input some settings to include: Language settings Units of measurement i.e. mg/dl Blood sample type, whole blood or serum Option to include LDL/HDL in testing Turn printer on or off Number of copies the printer is to make Lipid risk analysis for CHD Date/time The analyzer must have automated calibrations and be able to identify internal errors and cartridge errors to assist the lab technician in any troubleshooting. The lab technician must be able to verify that the equipment optics are performing within range and be able to do manual tests to confirm calibration. The thermal printer must also not be battery powered but run on the same voltage. It must be compact with similar dimensions as the analyzer with a (L) 19cm x (W) 10cm x (H) 14cm and come with the required connectors to link it to the analyzer. The printer should be easy to maintain and print results to white stickers that can be removed and applied to a SF 600. The printer should hold 400 or more stickers per roll with dimensions of (L) 8cm x (W) 6cm and a sticker print width of (L) 7cm x (W) 5.5 cm and print at a speed of 30mm per second or faster. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The USPFO Purchasing and Contracting Office intends to issue a Request for Quote (RFQ) W9127Q-17-T-0028 using Simplified Acquisitions Procedures for an unrestricted procurement for ballistic panels, for the Mississippi Army National Guard. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 9 Jan 2017. The North American Industrial Classification System Code is 423450 with a small business size standard of 200 employees. The Government intends to issue a firm fixed price purchase order for required analyzers. All quotes are for all items requested; no partial quantities will be considered at this time. QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The response shall consist of one section: price. BASIS FOR AWARD: This is a competitive best value acquisition utilizing simplified acquisition procedures authorized. For quotations determined technically acceptable, a best value selection based on price and delivery will be made. An offeror will be determined technically acceptable if no exception is taken to the specifications and requirements of the RFQ. Award will then be based on price. Each offeror's quoted price will be evaluated for reasonableness. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes. After evaluating price, award may be made to other than the low offeror, when the contracting officer determines it to be in the Government's best interest. Responses/Offers are due 2:00 pm CST on 7 June 2017. Submit written quotes; oral quotes will not be accepted. Quotes may be submitted via fax, email or attached on this site. Quotations must meet all instructions put forth in this solicitation. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Oct 2014) which is incorporated into this Request for Quote, with an addendum to paragraph (a) as follows: 52.212-2 -- Evaluation -- Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) capability of the items offered to meet the Government requirement; (delivery schedule)(ii) price;(End of Provision) The government reserves the right to evaluate proposals and award a contract without discussions with offerors.
