Description
The Department of Homeland Security (DHS) Federal Protective Service (FPS) has a requirement to procure Armed Protective Security Officer (PSO) services at over 50 locations throughout the state of MD and the estimated value of the requirement is $120M. FPS is conducting an additional sources sought notice as part of market research to determine if this requirement can be procured via a Small-Business Set-aside. FPS requests that small businesses with an interest in this procurement and the qualifications to successfully perform a contract of this size, scope, and complexity provide specific examples regarding your qualifications to Bryan.Haring@hq.dhs.gov and michael.j.decrescio@hq.dhs.gov. Qualifications of similar size, scope, and complexity are defined as having aggregate experience in 3 projects or less (no more than 6 projects if planned joint venture/teaming arrangement) within the past 3 years that are similar in: Size: 450,000+ hours of Armed PSO Services per year Scope: Armed PSO (Guard) Services Complexity: Similar geographic dispersion of approximately 10,000 square miles, Top Secret Clearance, Contractor provided weapons training, Screener posts (i.e. x-ray and magnetometer posts) To assist the Government in determining prospective vendor's capabilities, respondents are specifically instructed to submit contractor name and DUNS # along with experience qualifications (in 3 projects or less as noted above) in the following format for each project: ------------------------------------------------------------------------------------------------- Project Title: Contract #: Contracting Activity/POC: Performance Period: Location: Scope (i.e. Guard Services): Magnitude: _______ armed hours per year Complexity: Geographic Dispersion (in sq. miles): Clearance (i.e. Top Secret, Secret, Suitability, None): Contractor provided training (weapons, screener, medical, etc.): Amount of posts: Screener posts (x-ray/magnetometer, none): Total $ Amount Other Comments (i.e. we were a subcontractor on this project) ------------------------------------------------------------------------------------------------- Vendors that submit responses as joint ventures/teaming arrangements are specifically instructed to identify: 1. The purpose of the joint-venture. 2. The size status of each business in the joint venture. Note: A joint venture of two or more business concerns may submit a response to this sources sought notice as a small business so long as each concern is a small under the size standard for NAICS 561612 or qualify as small under one of the exceptions to affiliation set forth in CFR § 121.103(h)(3). 3. For any response for a joint venture between a small business protégé and its SBA-approved mentor authorized by CFR § 125.9, the respondent shall submit a narrative describing how the joint venture will perform the applicable percentage of work required by CFR § 125.6, and demonstrate how the small business partner to the joint venture has show experience of at least 40% of the work that will be performed by the joint venture. 4. If you have previously worked together with the proposed vendor(s) listed on your joint venture/teaming arrangement on armed PSO work or not.
