PRESOLICITATION NOTICE Administrative Support & Services for GSA Central Office – National Capital Region (NCR) Solicitation Number: GS-H-1417-P0013 Agency: General Services Administration (GSA) Office: Office of Administrative Services 1800 F Street NW Washington, DC This pre-solicitation notice and draft statement of requirements is provided pursuant to FAR 5.205(c). The Agency intends to issue a solicitation under at a later date. The General Services Administration (GSA), Office of Administrative Services (OAS) seeks to provide centrally managed contracting support for the comprehensive range of Administrative Support services covered in GSA and OAS mission. The overall goals are to; • Create reasonably priced contracts with flexible pricing provisions allowing placement of Firm Fixed Price task orders, as appropriate, for individual GSA requirements. • Utilize easy to use task orders that satisfy customer needs without long lead-times or need for extensive customer staff/effort or specialized contracting experience. • Provide for effective competition of task orders, maintained throughout the five-year life of the contract, among a qualified group of contractors. The Administrative Support Services is Set Aside for Small Business Contractors. • Use of Performance-Based Contracting techniques and contract/task order metrics to assess contractor performance. • Establishment of a multiple award Indefinite Delivery and Indefinite Quantity (IDIQ) of two contractors that will compete with offering OAS services in a superior manner that will result in the OAS sponsored contracts being the vehicle of choice for all OAS users needing administrative services. Accomplishment of the foregoing objective is expected to bring improved Administrative Support Services support to OAS activities, to avoid suboptimal and fragmented services contracting efforts. This Solicitation may result in Multiple Awards. A maximum of two (2) contracts may be awarded to Small Businesses. The Small Business awardees will then compete with each other that were awarded a basic contract. The Contract is for a base performance period of twelve (12) months, and four (4) twelve (12) month option periods. The Contract(s) will be Indefinite Delivery/ Indefinite Quantity (IDIQ) with Burdened Hourly Labor Rates that will be used to issue Firm Fixed Price Task Orders (TOs). General Services Administration (GSA), Office of Administrative Services (OAS), Office of Internal Acquisition (OIA) is requesting Administrative Support Services for business lines within GSA Central Offices located at 1800 F Street, NW, Washington DC. Administrative Services to be performed (not all inclusive) are as follows: • The required services shall include (but are not limited to) use of GSA’s existing systems and software (e.g. Microsoft Office Suite Word, Excel, PowerPoint, Google documents, Book it, Salesforce, etc) and various automated/electronic systems include time-keeping, arrange travel, and draft and review documents. • Coordinate schedules and ensure coverage of all functional areas during normal business hours, which are 7:30 am until 6:00 pm. • Ensure telephone coverage is provided during normal business hours; • Provide backup support for other administrative support staff, both contractor and Federal employees; • Utilize and operates the Cisco VoIP telephone system; screen calls for the direct report in accordance with established procedures and as directed by the COR; take detailed messages; answer telephone calls for individuals who are not available or out of the office and determine appropriate actions. • Prepare correspondence in final form from, draft or and written material, letters, memorandums, forms, reports, and other types of documents. • Review documents to ensure compliance with GSA guidelines and procedures, and standard spelling, grammar, punctuation, and format prior to finalizing. • Maintain recurring internal reports, such as time and leave records, office equipment listings, correspondence controls, and training plans. • Directly address tenant issues (lack of supplies in work center areas/conference rooms; missing keys from reserved stations or lost keys for assigned file cabinet, missing or damage chairs in conference rooms; building information such as location of lost and found. • Review research and respond to the 1800 F Tenant Support email box and face-to-face requests from tenants. • Perform administrative functions such as receiving and screening phone calls, operating office equipment, establish and maintain office files, schedule meetings, prepare charts, record minutes of meetings, and prepare and process office travel orders. • Organizes material and completes writing assignment according to set standards regarding order, clarity, conciseness, style, and terminology. Review published materials and recommends revisions or changes in scope, format, content and methods of reproduction and binding. Edits, standardizes, or make changes to material an individual as prepared by other writers or establishment personnel.
