- This is a pre-solicitation for the 163d Attack Wing March ARB, Ca 92815 for the project entitled Companion Aircraft Program (W912LA-17-R-8001). The associated North America Industrial Code System (NAICS) code is 481219. This is a 100 % Women-Owned Small Business (WOSB) set-aside. The desired results are a Firm-Fixed Price, Indefinite Delivery/Indefinite Quantity Contract. Air National Guard (ANG) Remotely Piloted Aircraft (RPA) Companion Aircraft Program (ARCAP). ARCAP was created to ensure the ANG RPA force has an organic ability to keep its pilots current, qualified and safe while operating in the National Airspace System in compliance with Federal Aviation Administration (FAA) regulations. The Contractor shall provide one (or more identical) aircraft and maintenance services necessary (except for those items furnished by the Government to conduct all flight training. The aircraft will be used exclusively by the 163d Attack Wing (hereafter, "163d"), or in support of the 163d. This contract will be for a minimum of 12 months, with the option of continuing up to an additional 4 years, renewable on a yearly basis. For quality assurance purposes, the Government retains program oversight, but will not exercise direct supervision over the Contractor's employees performing services under this contract, except in the instance and interest of safety or national emergency. The Contractor shall provide the requirements set forth in this contract in a manner that allows the Government to safely conduct ARCAP. The Government shall provide all flight instructors and services, other than those provided by the contractor, necessary to perform flight training as defined in this document. The Contractor shall provide the capability to fly up to approximately 500 hours in a 12-month period, as specified in the workload estimates. Use of aircraft will be provided at an engine running hourly rate to include fuel and oil (wet lease). Contract aircraft will be located at March ARB. The acquisition method that will be used is Lowest Price Technically Acceptable. Offerors are advised that this project may be delayed, canceled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. Offerors must be registered in the System for Award Management before an award can be made.
