- Description
- The Air Force Life Cycle Management Center (AFLCMC), Business and Enterprise Systems (BES) Directorate, Human Resources Systems Division Contracting Office (HIHK), 1960 First Street West, Building 977, Joint Base San Antonio - Randolph, Texas 78150, plans to issue a Request for Quote (RFQ) for a Legacy Application Study. The scope of this effort is to conduct a technical analysis of existing legacy systems at AFLCMC/HIH and orchestrate an end-to-end process that not only creates a repository of meta-data that allows for collaborative decision analysis capability that the Government can adopt, but also provides a recommended roadmap of modifications and improvements that the Government can apply to existing systems in order to make key evidence-based decisions on each of the applications, which will: a. Provide the documentation that breaks down what the system is doing and also identifies areas of optimization based on knowledge such as where the dead code and redundant code resides; b. Identify technical considerations to consolidate applications (whether into Oracle E-Business Suite or within a subset of Web Applications); c. Identify technical considerations to prepare for the Data Center Optimization Initiative established in OMB Memorandum M-16-19 to host on a commercial cloud. This acquisition will be a 100% Service-Disabled Veteran-Owned Small Business set-aside with a NAICS code of 541512, Computer Systems Design Services, with a small business size standard of $27.5M, and a Federal Supply Code of 7030, ADP Software. This procurement is being conducted in accordance with FAR 13.5, Simplified Procedures for Certain Commercial Items. This synopsis is being posted in accordance with FAR 5.203(a)(1), and the Government anticipates posting the Request for Quote on or about 9 June 2017. Interested parties are solely responsible for monitoring https://www.fbo.gov/ for postings of the solicitation and any amendments thereto. AFLCMC/HIHK anticipates a Firm Fixed-Price contract award with a Cost CLIN for travel resulting from the Request for Quote for this requirement with a period of performance end date of eight months after contract start. Contract award will be based on a best value basis considering price, proposed quality of the Performance Work Statement Data Deliverables, proposed Contract Data Requirements List delivery schedule, and customer surveys/past performance. Quotes shall include the offeror's proposed technical approach to satisfy the Performance Work Statement and Contract Data Requirements List requirements. Offerors must be registered in the System for Award Management ( http://sam.gov/ ) with the NAICS identified above to be considered for award.
