Description
REQUEST FOR INFORMATION (RFI) - SOURCES SOUGHT INTRODUCTION THIS IS NOT A SOLICITATION. The Department of Veterans Affairs (VA) is issuing this Request for Information (Source Sought). This RFI is issued solely for information and planning purposes only and does not constitute a solicitation; therefore, do not submit a quote. There is no obligation for the Government to acquire any products or services described in this RFI. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the VA, Veterans Benefits Administration (VBA) in developing its acquisition strategy and to revise the Performance Work Statement (PWS). Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. Only electronic responses to this RFI will be accepted. The Government will not pay for any time expended or information submitted in response to this RFI. Eligibility in participating in a future acquisition does not depend upon a response to this notice. BACKGROUND The Veterans Benefits Administration is one of three administrations comprising the Department of Veterans Affairs. VBA is responsible for administering and delivering an array of federally authorized benefits and services to eligible Veterans and their dependents and survivors. VBA has annual expenditures over $90 billion. Benefits and services administered by VBA fall under six major program areas: Compensation, Pension and Fiduciary, Education, Insurance, Home Loan Guaranty, and Vocational Rehabilitation and Employment. Applicable NAICS: 541611 Administrative Management and General Management Consulting Services QUESTIONS AND CRITICAL CONSIDERATIONS FOR INTERESTED CONTRACTORS Responses are solely treated as information for the Government to consider. Direct or Indirect costs incurred in response to this RFI are at the expense of the vendor, not the Government. In accordance with the Federal Acquisition Regulations, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any contract that may be awarded will not be based on information received or derived from this RFI, but rather on the outcome of a subsequent competitive process. It is requested that all vendors interested in participating in this effort note their interest by responding to the areas identified in the Company Details", and "Capabilities Statement sections below. COMPANY DETAILS The page limit for responses to this section is two pages. 1. Provide company point(s) of contact information (name, email address, address, telephone, and fax numbers). 2. Identify if your company are any of the following business concern statuses (include all that apply): Small Business (SB); Certified Small Business Administration (SBA) 8(a) firm; Small Disadvantaged Business (SDB); Service-Disabled, Veteran-Owned Small Business (SDVOSB); Veteran-Owned Small Business (VOSB); Economically Disadvantage Women-Owned Small Business (EDWOSB); Woman-Owned Small Business (WOSB); Historically Underutilized Business Zone (HubZone) Small Business; Large Business 3. Provide contracting vehicles your company holds, such as GSA schedules. CAPABILITIES STATEMENT The page limit for responses to this section is 10 pages. 1. Provide a capability statement with an overview of your firm s capabilities to fulfill the requirements of the attached draft Performance Work Statement (PWS). Include: a. Organizational capabilities and experience to staff over 50 qualified, cleared personnel with VA system/email access on day one. b. Address how to provide continuous and uninterrupted support throughout the life of this effort in case of resignations, terminations or other absences of personnel greater than 15 days. c. Demonstrate capabilities and discipline to execute this project across multiple unique CLINS while having the breadth of resources to scale in each area as appropriate. d. Provide a brief narrative summary of your technical approach to meet VA s high-level requirements in the attached draft PWS. Your approach must clearly demonstrate your firm s expertise in coordinating within and between large government organizations of the size and scope of VBA. e. Provide a plan on how you will mitigate risk of transition into this contract since the systems and processes are responsible for processing millions of Veteran benefit claims a year and any disruption may cause reputational, financial and health risk. f. Please identify past performance where your firm has provided contract services that were similar in this size and complexity. g. Provide in your technical approach on how you will be interpreting policy for requirements or the need to change policy, facilitating several concurrent multi-day requirements sessions, and architectural analysis of an organization with overlapping legacy systems. h. Ability to begin services within 30 days of contract award. Describe how you will mitigate the transition to avoid high risk. 2. Provide a summary of qualifications of specific personnel that your company proposes to perform the services required in the draft PWS. Highlight experience with VBA claims processing and understanding all various business lines 3. Provide a minimum of three (3) contracts that your company has performed for the same or similar requirements and of comparable size, complexity and scope as VBA with over 90 Billion in benefits paid annually. Describe similarities and differences as pertinent. Ensure that the scope/complexity and size match or are greater than systems with over 26,000 daily users and 1,000,000 external stakeholders. Identify tools that were part of your solution, emphasizing econometric, business process, modeling, and simulation tools. Provide any experience in managing a project of this size and magnitude that show experience in doing similar work for organizations similar in size and complexity to the VBA. Please be specific and provide a complete reference to include: contract number, contract title, description, period of performance, and award amount; as well as identify whether you performed as a prime contractor, sub-contractor. 4. The systems that the VBA utilizes in benefit processing are numerous and complex. There are many critical but outdated legacy systems, multiple interfaces and dependencies and some redundant functionality. Knowledge of the system architecture, functionality, services, security, data flows will be required. Knowledge and proposed tools utilized for documenting and analyzing architecture and requirements is needed. Provide your capabilities and proposed tools in these areas. List any expertise with commercial customer relationship management (CRM), business process management (BPM), document management systems, and other enterprise capabilities.
