- SOURCES SOUGHT - REQUEST FOR INFORMATION This is a Sources Sought notice and request for information only. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of vendors who can support the requirement. This notice neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. It should not be construed as a commitment by the Government for any purpose nor will the Government pay for information solicited. Responses to this Sources Sought notice will be used by the Government to make appropriate acquisition decisions. The Army Contracting Command - Warren, Michigan, in support of the Light Armored Vehicles Program Manager, is seeking sources that can design, validate, and deliver an Input Power Conditioner (IPC) modification kit for use in the USMC LAV Tactical Operations Center Intercommunications System (TOCNET). The design of the upgrade kit shall enhance the functionality of the IPC unit so that it provides power conditioning as well as providing the USMC user/maintainer a visual indicator of the health and status of the batteries used within the IPC unit. The design of this IPC upgrade kit shall also it can be field upgradeable by organic Marine maintainers. The current requirement consists of the design, fabrication, validation and delivery of five initial evaluation units of the IPC upgrade kits. These units shall be of production quality and will be used for Developmental Testing/Operational Assessment. The main objectives for the IPC Modification Kit effort include the following: a. The IPC shall be powered by a 24VDC tactical wheeled vehicle electrical system. The IPC shall operate in the 18-32VDC input range and provide a regulated output of 24-28VDC with max current of 4A @ 28VDC. The IPC shall be able to provide backup power of 24VDC in the event of momentary power loss allowing the system to remain operational for up to 3 minutes, but no less than one minute, with a load of 3 amperes. The IPC shall protect the system against voltage spikes and surges of up to 42VDC from the vehicle electrical system with the duration of a millisecond and have protection from other transient voltages that could be introduced from other systems as well as the environment. The IPC shall allow for continual operation of the intercom system during vehicle start up and shut down procedures. b. The IPC shall fit the dimensions of the current IPC footprint of 7"Wx4.92"Hx4.52"D. The IPC shall be capable of continuous operation over the ambient air temperature range of 32 (-25F) to +52C (125F) and suffer no degradation in storage temperatures from -51°C (-60°F) to 71°C (160°F). The IPC shall utilize existing cabling on the vehicles without modification. The input power connector must be P/N: D38999/24WB2PN and the output connector must be P/N: JD38999/24WD18SN pinned appropriately. c. IPC components shall meet EMC requirements of MIL-STD-461, "Requirements for the Control of Electromagnetic Interference Emissions and Susceptibility", as applicable. d. The IPC shall be repairable at the lowest echelon of maintenance and be designed to be troubleshot and repaired utilizing standard issued equipment such as a digital multimeter, oscilloscope, etc. The upgrade will incorporate an "overvoltage" protection circuit to the existing IPC which would eliminate system resets thus maintaining operational capability throughout voltage oscillations. In addition, the internal battery condition indicator will be updated to provide three battery status'; "Green", "Yellow", and "Red". The indicator shall be located on the front face plate of the IPC. It is the Government's intent to award a sole-source Firm Fixed Price contract to SCI Technology, Inc. The Government will determination how to complete the proposed requirement based on market research, responses to this Sources Sought Notice, and is at the discretion of the Contracting Officer. The Government is not obligated to and will not pay for any information received from potential sources as a result of this sources sought notice. If you feel your company is capable of performing all the requirements for the IPC Modification Kits, please provide the following information: 1. Your company's technical approach to satisfy the IPC Modification Kit requirement. 2. A detailed proposed schedule incorporating your technical approach. 3. The estimated price required to fund your company's approach. 4. The estimated price for production of 670 IPC modification kits. Please provide your company business size, active SAM information, and references of your company's capabilities, etc. Submissions shall be emailed to the contract specialist, Luke Alward, at luke.p.alward.civ@mail.mil by 16 June 2017, 1:00 p.m. EDT.
