Description
Map of Delineated Area U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP): Project No. 17-REG10-6WA0455 State: Washington City: Vancouver Vancouver, WA Delineated Area: NORTH: West Fourth Plain Blvd to NE Fourth Plain Blvd. EAST: NE 162nd Ave to NE 18th St. to NE 192nd Ave. to SE 192nd as the same is extended as a line to the north bank of the Columbia River. SOUTH: North Bank of the Columbia River WEST: Lincoln Ave, as the same is extended as a line to the Columbia River (Please see map attached) Space Type: Office Minimum Sq. Ft. (ABOA): 10,264 ABOA / approx. 11,804 Rentable Maximum Sq. Ft. (ABOA): 11,500 ABOA / approx. 13,225 Rentable Parking Spaces (Secured, Reserved): 19 Term: Up to 15 Years Additional Requirements: 1. Contiguous office space is required. 2. Contemplated tenant improvements shall include 7mil fragment retention on all windows; and, for windows less than 18 feet from the ground or accessible platforms (i.e., air conditioners, fire stairs, adjacent roofs, ledges or windows), lessor shall provide forced entry protection as set forth in the lease and related documents. 3. At least one elevator shall be equipped with override control. If the proposed space is on the 6th floor or above, the elevator shall be on emergency power. 4. Where tenant space adjoins that of other building tenants or public areas, the perimeter walls of the tenant space shall be constructed slab-to-slab in accordance with the lease and related documents. 5. Floor load shall be capable of supporting file safes weighing between 850-1000 pounds each (safes will be dispersed through office area). 6. No telephone data, electrical or plumbing service other than that required for the tenant shall pass through tenant space except with specific approval of GSA or when routed through building space such as electrical or telephone closets dedicated to that use. All wiring, conduits, and pipes running through the space and not serving tenant's needs shall be removed and/or rerouted as a tenant improvement cost. 7. Although tenant's regular work hours are 7:00 AM to 5:30 PM, 24-hour access to the space and an elevator shall be available, 7 days a week, 365 days a year. 8. No existing or future ceiling or floor slab or demising wall penetrations (i.e., water, electric, power or other utilities). 9. If the exterior skin of the building is not of substantial construction (i.e., concrete, concrete masonry unit, brick, etc.), the perimeter walls must be upgraded in accordance with the lease and related documents. 10. If the space and/or building are of wood joist construction, additional security requirements shall be required. 11. The proposed building shall not be located within 640 feet of any facilities identified by the Interagency Security Committee (ISC) as "hazardous materials transportation/storage facilities." Examples include, without limitation, fuel storage areas, gas stations, chemical manufacturing facilities, water purification centers, rail yards and railroad lines transporting hazardous materials. 12. Reserved parking shall be for the exclusive use of the Government. 13. Facilities with open/general public parking below the proposed building shall not be considered. 14. Parking shall be located at least 20 feet distant from the closest tenant-space interior perimeter wall. 15. At least 400 feet stand-off distance shall be provided from the curb line or nearest point accessible by a vehicle to the façade of the proposed building. 16. If the proposed site is within 1,000 feet of day care centers, senior centers, schools, hospitals and religious/ rehabilitation/ social service centers, the Government may reject the site in its discretion. 17. If the proposed site is within 1,000 feet of public defender offices, Immigration and Customs Enforcement, Probation Offices or other businesses or facilities deemed unacceptable by tenant's Physical Security Unit (PSU) for security purposes, the Government may reject the site in its discretion. 18. Please provide current seismic condition / certification of the building together with AAAP submittal. 19. Specialized Space: This space will be occupied by a law enforcement agency and will require specialized spaces, including, but not limited to (for example): interview rooms, weapons & ammunition storage, laboratories, evidence storage and processing, specialized communications. A fully serviced lease is required. Offered space shall not be in the 100 year flood plain. HOW TO OFFER : The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 17-REG10. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides are offered in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during the ‘Open Period'. For assistance with the application, email AAAP.Manager@gsa.gov. YOU MUST REGISTER AT https://aaap.gsa.gov TO MAKE AN OFFER! The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. EST. Offers can not be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period. ALL INFORMATION IS TO BE COMPLETED IN https://aaap.gsa.gov. Please do not attempt to print out and complete paper copies of the RLP. Please do not forward paper copies of your offer in response to this advertisement. This requirement is in GSA REGION 10. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. Offeror should anticipate financing the tenant improvement costs, a portion of which may be repaid upon space acceptance in lump sum and a portion of which will be amortized and repaid with interest during the firm term of the lease. PM and A/E fees are intended to cover design, construction and financing costs as set forth in the RLP & in the form Lease available at https://aaap.gsa.gov The offered space must comply with RLP 17-REG10 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.
