- Intent to Sole Source THIS IS A Sources Sought Notice ONLY. The U.S. Army Mission and Installation Contracting Command (MICC), Fort Eustis, VA office intends to negotiate on a sole source basis to Arizona State University (ASU), University Drive and Mill Ave, Tempe, Arizona 85287 for Data Analytic Services to provide academic solutions to a broad spectrum of complex government and military problems. The statutory authority for the sole source procurement is FAR 6.302-1 (a)(2)(i)(A), only one responsible source and no other supplies or services will satisfy agency requirements, where the requirement demonstrates a unique and innovative concept. Purchase will be awarded in accordance with the procedures in FAR Part 12 and 13. The NAISC Code is 541330 - Engineering Services: This industry comprises establishments primarily engaged in applying physical laws and principles of engineering in the design, development, and utilization of machines, materials, instruments, structures, processes, and systems. The assignments undertaken by these establishments may involve any of the following activities: provision of advice, preparation of feasibility studies, preparation of preliminary and final plans and designs, provision of technical services during the construction or installation phase, inspection and evaluation of engineering projects, and related services. These services provide data analytical services with academic access to a wide breath of accredited intellectual capital in social sciences, mathematical sciences, biological sciences, medical sciences, engineering sciences, psychological sciences, and physics that quickly resolve complex problems that usually exist in a broad range of diverse environments that include urban areas, with megacities; rural areas; and marine areas. ASU's unique technical approach will include in-depth visualization tools that provide real-time analysis and comprehensive modeling methods that utilizes the Complex System Framework in quickly developing optimal solutions for DoD decision makers. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this special notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Responses will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry. It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement. Firms that believe they can provide this service are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information such as POC name, phone number, and email address to the Contracting Officer within 15 calendar days of publication of this notice. Additional information should include DUNS number, CAGE code, and if applicable, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. All information received within 15 calendar days of publication of this synopsis will be considered by the Government to determine if the meets the Government's requirements and is capable of performing the intended task(s).
