Description
The Naval Sea Systems Command intends to award a cost plus fixed fee modification under contract N00024-12-C-2401 with Textron, Inc., 19401 Chef Menteur Highway, New Orleans, LA 70129. The Government has a requirement to procure up to an additional 53,000 hours for special studies, analyses, and reviews and other direct costs of craft specific topics in support of the Ship to Shore Connector Program. On 11 April 2017 the Government synopsized this requirement for up to 31,000 hours but due to a change in the program requirement the total hours is increased to 53,000 hours. The period of performance for the additional hours is from the date of award through 31 December 2019. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Companies interested in subcontracting opportunities should contact Textron, Inc. directly. This announcement is published for informational purposes only. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
