This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is:VA259-17-Q-0608, and it is issued as a request for quotation (RFQ) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, 2005-95, effective January 13, 2017. This solicitation is 100% set-aside for Small Business. The machine will be used for Advanced Electrography for treatment/diagnosis of patients with heart conditions. Scope of Work: EKG Units will be designed to provide accurate information in the moment it s needed, so clinicians can deliver quality care to their patients. The Units will allow the harnessing of the power of the GE Healthcare MUSE* v8 one of the industry s leading cardiology management systems for streamlined workflow and greater functionality. Salient Characteristics: Improved sensitivity of acute myocardial infarction physicians interpretation by 50%, and cardiologists interpretations by 26%, with no loss of specificity Improved sensitivity of emergency acute ischemic syndrome physicians interpretation by 53% with specificity of 91%.2 Detect pacemaker pulses more accurately1 via a high sample rate, reducing the risk of treatment contraindicated for paced patients. The sample rate of 75,000 samples per second to detect pacemaker pulses as faint as 0.2 ms in duration and 0.5-mV in amplitude. Advanced interpretation of paced rhythms via the Marquette 12SL program enabling the analysis for detecting bi-ventricular pacemakers, identifying the underlying rhythm, as well as the chamber(s) being paced Clear visualization and annotation of pacer pulses through MUSE ® v8 Cardiology Information System providing a dedicated pace-annotation channel to help reduce the need to identify pacer pulses within the ECG signal, supporting efficient diagnosis when moments can make a difference Date and place of delivery (FOB Destination): Not later than 06/07/2017 VA Health Care System 500 Foothill Drive Salt Lake City, UT 84148-1565 The provision at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. Gray market items are Original Equipment Manufacturers (OEM) goods sold through unauthorized channels in direct competition with authorized distributors. This procurement is for new OEM medical equipment only for VA Medical Centers. No remanufactures or gray market items will be acceptable. Vendor shall be an OEM, authorized dealer, authorized distributor or authorized reseller for the proposed equipment/system, verified by an authorization letter or other documents from the OEM, such that the OEM s warranty and service are provided and maintained by the OEM. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. Any award made as a result of this solicitation will be made on an All or Nothing Basis. Respondents to this announcement shall submit their quote on Contractors Letterhead in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Literature that provides details of how the Contractor's Equipment meets the required salient characteristics (2) Price. Descriptive literature must be provided IAW FAR 52.214-21 for item(s) which are considered to be equal to or better than the requirements listed. The provision at 52.212-2, Evaluation Commercial Items, applies to this acquisition. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Lowest Price Technically Acceptable (LPTA) Note: This is an open market acquisition, but FSS pricing is acceptable and encouraged, if available. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable, if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror, within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with the offer. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
