- Draft Statement of Work Operation and Maintenance of the Emergency Ship Salvage Material System (ESSM) - (N00024-17-R-4323) Single Award Indefinite Delivery Indefinite Quantity (IDIQ) Industry Day Naval Sea Systems Command (NAVSEA) will hold an Industry Day conference on Thursday 22 June 2017 at Naval Weapons Station Cheatham Annex C Street, Warehouse 12 Williamsburg, VA 23185. The event will begin at 1000 and conclude at 1300 EST. This time will allow for networking opportunities among industry teams. The conference will be hosted by the Naval Sea Systems Command Contracts Division SEA 024 and the Naval Sea Systems Command's Office of the Director of Ocean Engineering, Supervisor of Salvage and Diving SEA 00C. The purpose of this industry day is to discuss the Navy's plan for the follow on contract in support of the U.S. Navy's Emergency Ship Salvage Material (ESSM) System during FY 18-23. The Industry Day will begin with a discussion and overview of the intended requirement. This contract will be awarded as a single award Indefinite Delivery Indefinite Quantity (IDIQ) and will address all aspects, including but not limited to, the services involved to manage, maintain and operate the Emergency Ship Salvage Material (ESSM) System and support the Navy's oil and hazardous substances (OHS) spill response program. The Government has provided the following information as an attachment to this announcement: 1. The draft solicitation Statement of Work. NAVSEA requests that firms interested in attending the Industry Day submit company names and attendee lists no later than 2PM Eastern Time, 15 June 2017 via e-mail to Mr. John Anderson III, SEA 024, Contract Specialist, john.anderson6@navy.mil and cc Ms. Mercedes Thurston, Contracting Officer, mercedes.burrell@navy.mil. The subject line of the RSVP email shall be limited to: ESSM Industry Day RSVP from (Company Name). The body of the email shall include each attendee's name, Position/Title, email address, phone number, and indicate whether they have a Common Access Card (CAC) or military ID in order to access the base. Companies are asked to send no more than five (5) representatives as seating may be limited. Advance questions regarding the draft Statement of Work are encouraged and should be submitted to Mr. John Anderson III, no later than 16 June 2017, in order for the briefing to be as informative as possible. NAVSEA will not be answering any questions during or after the briefing, however, questions submitted in writing are encouraged. It is the responsibility of Industry, when providing any questions or comments, to properly mark information that is considered proprietary or is otherwise restricted. Industry questions and answers resulting from the briefing or draft Statement of Work will be made publicly available after the Industry Day event via the Federal Business Opportunities (FBO) website (https://www.fbo.gov/). The originator of the question will not be revealed in the responses that are posted. This Special Notice does not constitute a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a contract or order. NAVSEA does not assume liability for costs incurred by an attendee or for travel expenses or marketing efforts; therefore, attendee costs in response to this notice are not considered an allowable direct charge to the Government.
