Page 2 of 2 AUDIO VISUAL EQUIPMENT AND INSTALLATION Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation RFQ-VA250-17-Q-0672 is issued as a request for quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-85. No telephone requests will be accepted. Only written, or email requests received directly from the requester are acceptable via email at Diana.Burton@va.gov. This procurement is being 100% set-aside for SDVOSB (service disabled Veteran Owned small business) under North American Industry Classification System (NAICS) number is 334310 and the business size standard is 750 employees. SCOPE OF WORK: The Contractor shall be responsible for the delivery and installation of turnkey audio visual package for the Ann Arbor VA Medical Center. VAAAHS is looking to add user-friendly, automated, and easy to navigate audio visual solutions that will support day to day administrative functions required at a modern medical center. The solution shall be for the auditorium where four conference rooms will be created. Each room will have a removable partition that will ultimately allow for all four rooms to be merged into one large auditorium. The other project location will be at the event center located on the north side of building 1East. See attached drawings. VAAAHS currently has eVideon (Patient Experience Platform) as well as Janus Digital signage solution platform that are deployed. All contractors provided solutions must be able to integrate into these existing systems. The intent of this contract is to promote innovation within the industry. Offeror shall propose a total solution that includes all required licenses, codecs, codec kits, mounts, cabling, low voltage wiring, transmitters, switchers, switches, amps, receivers, controllers, cards, interfaces, etc. necessary for functionality as described below. Contractor is responsible for installation of all componentry, low voltage cabling/wiring required for a turnkey system. The auditorium and the event center will not be activated concurrently. Therefore, contractor will need to take into consideration that the physical installs for each location will occur separately and should be accounted for in the quotation. Auditorium - All four rooms must have the ability to operate independently from each other with respect to basic room functionality. Basic room functionality for each room is defined as local presentation of media on a display from an input. Rooms 1, 2, and 3 shall have the capability to become one large conference room. Room 4 will not integrate with the others and is standalone. Contractor will provide and install two 5,000 lumen laser projectors; one in Room 1 and one in Room 2. Contractor shall provide Room 4 with two 80 LED (smart, wifi, 120Hz) displays. Contractor is responsible for all mounts and mounting required. Two motorized projector screens will be furnished by VA but installed by contractor. Government will furnish one 7,000 lumen laser projector in room 3 that will already be installed by time of award. Each room (4) shall be automated with Crestron controllers. Contractor is responsible for providing all materials, accessories, programming, etc. for each room to operate independently. Each room should have at minimum a 7 touchscreen. These screens shall act as the user interface and be loaded with macros, that when chosen, the room automates to the specified configuration. Contractor must provide the latest Crestron hardware/software available at time of award. If rooms 1, 2, and 3 are merged into one room; the controllers must default to a single master controller where macros would be available for one large room configuration. This master controller will reside in Room 3. Room 3 will require one camera that will capture the presenter. The ability to display the camera feed through the Janus/Evideon infrastructure should be accounted for in the scope of this project. Room 3 must also be equipped with a beamforming microphone array that is designed and installed based on the size and configuration of the room. Contractor shall provide Room 4 and Room 3 with video teleconferencing capabilities. Cisco SX80 platform. Room 4 would be considered a small conference room. Room 3 application could be run as a small room configuration or if all rooms are open then it would be a large conference room configuration. Contractor shall design and install all rooms to have speaker systems. Crisp, clear audio, appropriate for the functionality of each room. Contractor shall provide Rooms 1, 2, 3, and 4 with a closed wireless network that is accessible when located in these rooms. The purpose of this network will be for a visitor to be able to wirelessly connect and display media over a projector or monitor. Event Center - The event center is one large open area that will be utilized as more of a gathering and special event venue. Contractor will be responsible for providing a turnkey solution as described for this area. Contractor shall provide, install, program two wall docked touchscreen 7 Crestron controllers. These controllers will contain macros for the setting up the event center into various configurations as specified by the VA. Contractor will provide and install three laser projectors. Associated screens will be government furnished property to be installed by contractor. Contractor should design and install a speaker system for the event center. This audio system will not only be capable of supporting audio in for an event such as a presentation, but should also have the capability of providing background music to the space if given an input. Contractor is to provide all network cabling, mounting hardware, LAN configuration, and structural support necessary for a complete installation unless noted that VA will provide. Deployment Within 30 days the Contract shall provide design documentation completion (including detailed schedule) and define macros and success criteria. Within 60 days after award Contractor shall install and mount display at locations specified by facility, validate software and interfaces, install and/or deploy hardware components, provide operational validation. Within 100 days after award Contractor shall provide user training documentation, drawings and diagrams of complete systems. Government Provided Elements - Ann Arbor VAMC will designate a single point of contact to which all communications may be addressed. Ann Arbor VA will address all electrical work. Contractor shall provide low voltage cabling only. Ann Arbor will provide all applicable drawings in.dwg format. Contractor shall be required to take VA Privacy Training #20930 in TMS upon award. CONTRACTOR TOTAL PROPOSED PRICE:  $____________. FOB destination. Offerors must comply with all instructions contained in provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The following additional provisions and clauses apply:, 52.212-2, Evaluation-Commercial Item, the Government will award a contract resulting from this solicitation to the responsible offerors whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. To be technically acceptable the item shall meet the Government's specifications. Basis for award will be lowest price technically acceptable on a pass or fail basis. Price will be evaluated to determine its fairness, completeness, and reasonableness as it relates to the offer. 52.212-3, Offeror Representations and Certifications-Commercial Items, a completed copy of this provision shall be submitted with the offer. 52.212-4, Addended to Far 52.212-4 are the following clauses 52.203-3, 52.203-99, 52.204-4, 52.204-7, and 52.228-5. 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, to include clauses: 3,5,10,16,17,18,19,20,23,24,31,32,35,36,40,54. Technically acceptable offers shall include:1) SDVOSB verification in VETBIZ, 2) System for Award Management (SAM) registration verified, 3) Offeror s DUNS number or, 4) Narrative that includes the proposed solution to scope of work and equipment to be provided, 5) Total Proposed Cost, 6) Description of company structure and demonstration the company is in the business of designing, integrating, and installing IT and audio visual solutions, 7) Examples of 2 projects completed successfully that similar in scope to this audio visual project and two refences to contact pertaining to those two projects (name, title, phone and email), 8) Proposed timeline, 9) Warranty documentation, 10) response prior to close date and time of solicitation.
