Description
1. Introduction/Purpose The Federal Aviation Administration (FAA) needs to maintain its resource base of technicians educated to maintain and repair existing Instrument Landing System (ILS) provided by Selex System Integration, Inc. The Federal Aviation Administration (FAA) has ILS equipment, purchased by Selex Systems Integration, Inc., in multiple sites throughout the United States. The goal is to train FAA technicians on the Selex Systems Integration, Inc. ILS to provide an introduction to the equipment by explaining the composition, function and components; and to provide instruction on equipment processes, repair, and maintenance. 2. Incumbent Contractor (if applicable) The previous contract for this training was with Selex Systems Integration, Inc. DTFAWA-12-C-00019. 3. Nature of Competition This is a Market Survey Announcement for Sources Sought. This is being released in accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1 Market Analysis. The responses to this Market Survey Announcement will be used for informational purposes only and will not be released, except under the Freedom of Information Act (FOIA). Proprietary information will be protected if appropriately marked. The FAA will assess the responses to this Market Survey Announcement and will make acquisition decisions based on those responses. The Market Survey Announcement should not be construed as a commitment by the Government to enter into a contract. The FAA may decide to conduct a full and open competition or set aside all or part of the procurement for small businesses, service-disabled veteran-owned small businesses (SDVOSB) or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA s 8(a) Program. 4. Standard Language This Market Survey Announcement is only for the purpose of identifying potential sources. (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor s expense 5. North American Industry Classification System (NAICS) Code Potential NAICS Codes for this procurement are the following: 611519 (Other Technical and Trade Schools) with a size standard of $15.0 Million 611310 (Colleges, Universities and Professional Schools) with a size standard of $27.5 Million 611699 (All Other Miscellaneous Schools and Instruction) with a size standard of $11.0 Million. If you believe that another NAICS code is more appropriate to the work specified in this SIR, include supporting justification with your alternate NAICS code. Suggestion of an alternate NAICS code does not require that the work be considered or solicited under that alternative code. 6. Submittal Requirements for Market Survey Interested businesses are to provide capability statements on company letterhead and limited to a total of 15 pages (12 point Times New Roman font, 11 x 8 paper, and 1-inch page margins). All responses must provide a capability statement that addresses each of the following capabilities that are a concern to the FAA: Capability Statement: A.) The contractor/vendor must have at least four (4) years of experience providing technical support, training, and service on Instrument Landing System (ILS) ASII 2100 Model Category II/III. B.) The course material for the training must demonstrate it meets FAA certification requirements and be approved by appropriate Policy and Requirements authorities. The training is needed immediately. This announcement is not for the development of training. The capability statement must address that the resources and ability to conduct the training exist at this time. 7.
