Description
Pre-Solicitation Synopsis - M830A1 Recapitalization The U.S Army Contracting Command - Rock Island on behalf of the Project Manager, Maneuver Ammunition Systems intends to issue a solicitation restricted to the United States (U.S.), its outlying areas, or Canada for recapitalization of unserviceable 120mm M830A1 Cartridges. The 120mm M830A1 is a High Explosive Anti-Tank - Multi-Purpose with Tracer (HEAT-MP-T) Cartridge (C791), NSN: 1315-01-333-0534. This tactical service round with a tracer is used in the 120mm, M256 smooth bore tank cannon and is a fin-stabilized round with a discarding sabot. The primary focus of this recapitalization program is to disassemble the cartridge, replace the combustible cartridge case and the case base and seal assembly. This will be followed by reassembly of the cartridge using epoxy adhesive to bond the new cartridge case to the existing case/adapter and using the latest configuration spring disc to assemble the cartridge case to a new case base and seal assembly. Recapitalization will also include purchase of new combustible cases, modification of the case bases, propellant inspection for stability and moisture content, as well as remarking with an additional suffix. The contractor will be required to receive, store and process approximately 470 pallets of ammunition. The Net Explosive Weight for an M830A1 Cartridge is 8.102 kg/17.86 LB and the Hazard Class is 1.2.1.E. The solicitation will be issued under 10 U.S.C. 2304 (c) (3), as authorized by FAR 6.302-3. Offers from sources other than the U.S., its outlying areas, or Canada are not solicited. The Government anticipates issuing a formal solicitation on or about June 13, 2017. The solicitation will result in the award of one (1) firm fixed price contract to a source in the U.S., its outlying areas, or Canada. The estimated quantity for the recapitalization of the M830A1 Cartridges is approximately 9,000 each. The associated North American Industry Classification System (NAICS) Code is 332993. It is anticipated that First Article Test (FAT) will be required, but may be waived at Government discretion. The Technical Data Package (TDP) is Distribution D (Distribution Authorized to the Department of Defense and U.S. DoD Contractors Only). The TDP is Export Controlled. Interested parties will be required to submit a certified DD2345 in accordance with DoD Directive 5230.25 and a Non-Disclosure Agreement to obtain access to the TDP. Instructions for completing the DD2345 can be found at http://www.logisticsinformationservice.dla.mil under Forms & Publications. The TDP will be available upon issuance of the solicitation to interested parties that meet the aforementioned certification. The solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102, therefore, hardcopies will not be provided. Vendors wishing an electronic copy may download it on or after the issue date by accessing the following address via the internet: http://www.fbo.gov. NOTE: As this solicitation and any amendments thereto will be issued electronically, vendors are advised to periodically access the above address in order to obtain any amendments which may be issued. Failure to obtain any said amendments and to respond to them prior to the closing date and time set for closing of the RFP may render your proposal nonresponsive and result in the rejection of it. Contractors must be registered in the System for Award Management (SAM) database by accessing the SAM website at http://www.sam.gov in order to be eligible for contract award. This notice does not constitute a formal Request for Proposal (RFP), nor is the USG obligated to issue an RFP.
