REQUEST FOR INFORMATION DSCA-CFM 1.0 Description 1.1 The Defense Security Cooperation Agency's (DSCA) Country Financial Management (CFM) Division vendors that can is seeking provide Pre-Countersignature Meeting (PCM) and Financial Management Review (FMR) support. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DSCA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background: The Defense Security Cooperation Agency leads, directs, and manages security cooperation programs and resources to support U.S. national security objectives that build relationships that promote U.S. interests; build allied and partner capacities for self-defense and coalition operations; and promote peacetime and contingency access for U.S. forces. 3.0 Qualifications/Skills/Experience: Please refer to the attached Performance Work Statement (PWS) 4.0 Requested Information: Please refer to the attached Reply Sheet. 4.0 Responses 4.1 Interested parties are requested to read the attached PWS and complete and return the attached RFI sheet. 4.2. Instructions for completion of RFI Sheet. a. For Item 1, indicate by marking in the "Yes" or "No" column whether your company provide personnel with the requirements of Section 1.6.9. If you mark "No" for item 1, indicate which items at 1a - 1f that your organization can or cannot provide. You may enter comments in the "Additional Information" column. REPEAT PROCESS FOR ITEMS 2 AND 3. b. For Item 4, list enter any other questions or comments your organization has. c. For Item 5, enter your company's business size and all applicable socioeconomic classifications that apply to your company. d. For Item 6, enter your company's CAGE Code and/or DUNS Number e. For Item 7, indicate whether or not your company is likely to submit a proposal, in the event a RFP is released. f. A soft copy attachment is provided for vendors' convenience. Should any of the preexisting language be altered, the preexisting version shall take precedence. g. For Item 8, Respond to whether, in your organization's opinion, 541511 is the most appropriate NAICS. Please list any other suggestions. 4.3. Email responses a. Any attachments in addition to the returned Reply Sheet shall be in pdf form and no larger than five (5) pages of the standard 8.5" X 11" size. 4.4. Mailed or delivered responses a. Any additional brochures or informational packets shall be no larger than five (5) pages of the standard 8.5" X 11" size. 4.5. Response Date and Time: Responses are due on 16 June 2017, no later than 2:00 pm EST. 4.6. Responses may be emailed to the contracting officer, Woodrow Bell, at woodrow.w.bell.civ@mail.mil. 4.7. Responses may be mailed or delivered to - DSCA Attn: Woodrow Bell 201 12th Street South Suite 203 Arlington, VA 22202-5408 5.0 Industry Discussions DSCA representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address.
