- Solicitation Number: FA2521-17-R-0023 Notice Type: Presolicitation Synopsis: PRE-SOLICITATION NOTICE: This is NOT a request for proposal. The 45th Contracting Squadron, Patrick AFB, FL announces the anticipated release of solicitation number FA2521-17-R-0023 for a Single-Award Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contract in support of the 45th Space Wing (45 SW) at Patrick Air Force Base and Cape Canaveral Air Force Station, FL. Contractor will be required to provide all supervision, labor and materials for the primary execution of sustainability, renovation, and modernization construction (SRM) and/or design requirements within the 45 SW. All applicable provisions and clauses will be included in the actual solicitation. This electronic announcement constitutes the only pre-solicitation notice being issued. The NAICS 237130 Power and Communication Line and Related Structures Construction, comprises establishments primarily engaged in the construction of power lines and towers, power plants, and radio, television, and telecommunications transmitting/receiving towers. The work performed may include new work, reconstruction, rehabilitation, and repairs. Specialty trade contractors are included in this group if they are engaged in activities primariliy related to power and communication line and related structures construction. All structures (including buildings) that are integral parts of power and communiation networks (e.g. transmitting towers, substations, and power plants) are included. The requirements examples include alternative energy structure construction, power line stringing, cellular phone tower construction, radio transmitting tower construction, co-general plant construction, satellite receiving station construction, communication tower construction, telephone line stringing, electric light and power plant (except hydroelectric) construction, transformer station and substation construction - electric power construction, electric power transmission line and tower construction, underground cable laying, and nuclear power plant construction. It is anticipated that this solicitation will be set-aside for Woman-Owned Small Business (WOSB) competition. Contract Title: Single-Award Task-Order Contract WOSB Electrical Contract Performance: CCAFS and PAFB FL Seed Project (Initial Requirement): Repair Transformer SAB, CCAFS Seed Project Number: DBEH 17-1517 Place of performance: Cape Canaveral Air Force Station, FL 32925 Seed Project Description of work: (1) Providing the labor, equipment, and materials to install Dranetz meter or equivalent and take load reading for one month on transformer SASCI2; provide submittal of load report and recommend KVA rating of transformer to be approved by the contracting officer. (2) Replace SASC3 tranformer (KVA size will be the same and recommended size for SAACI2). Repair by replacement, new automatc transfer switch (ATS) ASCO 7000 SERIES Power transfer switch or equivalent; ATS shall be a utility-to-utility ATS capable of handling the switching from existing SASCI2 transformer and new SASC3 with open transition. Provide stainless steel ATS enclosure. (3) All work for the initial project to be conducted at Cape Canaveral Air Force Station (CCAFS), FL. NAICS Code: 237130 Power and Communication Line and Related Structures Construction Size Standard: $36.5M In accordance with FAR 36.204(d), Disclosure of the magnitude of construction projects, the initial requirement, ( Seed Project Number DBEH 17-1517), is anticipated to be between $250,000 to $500,000 dollars. Anticipated Solicitation issue date will be on or about 20JUN17 with a closing date on or about 20JUL17. The performance period for this project will be 245 calendar days after receiving the Notice to Proceed. The minimum task order amount will be $50,000 and the maximum $4.5M. Task orders are estimated to range between $50,000 and $2M with a 3 year ordering period. Contract award will be based on a best value analysis using Lowest-Price Technically Acceptable (LPTA) evaluation procedures (FAR Part 15). The solicitation will be available by electronic transmission only at: http://www.fbo.gov. Potential offerors must be currently registered in System for Award Management to be eligible for award. (See http://www.sam.gov). Payments for this acquisition will be made through the Wide Area Workflow (WAWF) System.
