Description

The National Cemetery Administration is soliciting offers under solicitation number VA786-17-R-0522. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses. The NAICS Code is 238910 Site Preparation Contractors, Size Standard is $15.0 Million. The contractor shall furnish all labor, materials, equipment and supplies necessary to perform the work to remove the existing residential structure on the newly acquired parcel at Sitka National Cemetery. The period of performance shall be 30 calendar days from start through finish after Notice to Proceed has been issued. Performance shall be in accordance with the requirements, conditions, terms and representations contained in the solicitation. Location: Sitka National Cemetery 803 Sawmill Creek Road Sitka, AK 99835 Project Magnitude: Between $25,000 and $100,000. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. This acquisition is 100% set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS Code and must be registered and verified at https://www.vip.vetbiz.gov. Companies must have the Center for Verification and Evaluation (CVE) seal on their registration to be considered for an award; the VIP database will be checked both upon receipt of an offer and prior to award. This Presolicitation Notice is used for the publication of notice for a proposed acquisition. The Contract Specialist will not be able to answer any questions to this notice until a solicitation is issued. Once the solicitation is issued, interested parties must submit questions in accordance with the instructions listed in the solicitation. Questions will be answered through an amendment to the solicitation. The electronic solicitation will be available for download from http://www.fbo.gov on or about June 19, 2017. No paper copies will be issued. Offerors are responsible for obtaining any and all amendments or additional information at http://www.fbo.gov. Proposals are due at 2:00 P.M. ET on July 20, 2017. There will be a site investigation; all prospective offerors are encouraged to attend. Details of the site investigation will be included in the solicitation package. All proposals must be submitted through the Department of Veterans Affairs Electronic Management System (eCMS) Vendor Portal website to be considered. Please go to the VA eCMS Vendor Portal website at https://www.vendorportal.ecms.va.gov to register. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage and click on Request a user account to register.
