Description
Notice of intent to sole source Notice of Intent to Sole Source to Amplification of the Surgeon General's Report on Alcohol Drugs and Health Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to issue a sole source to: Clark, Harry W. 17117 Briardale Derwood, MD, 20855-2076 The Surgeon General's Report on Alcohol, Drugs and Health, released November 2016, was an important and inaugural step in addressing substance use, misuse, and substance use disorders in the United States. Alcohol and drug misuse and related disorders are major public health challenges taking an enormous toll on individuals, families, and society. It is estimated that the yearly economic impact of substance misuse is $249 billion for alcohol misuse and $193 billion for illicit drug use. Ongoing health care and criminal justice reform efforts, as well as advances in clinical, research, and information technologies are creating new opportunities for increased access to effective prevention and treatment services. The Surgeon General's Report reflects SAMSHA's commitment to leverage these opportunities to drive improvements in individual and public health related to substance misuse, use disorder, and related health consequences. Making this change requires a major cultural shift in the way we think about, talk about, look at, and act toward people with substance use disorders. By adopting an evidence-based public health approach, SAMSHA will be able to take effective steps to prevent and treat substance-related issues. The Contractor shall present key findings and recommendations from the Surgeon General's Report to ten (10) diverse stakeholder groups in an effort to facilitate a cultural shift of perception of substance use disorders. H. Westley Clark was one of seven editors/authors of the Surgeon General's Report and one of two physicians on that report, which gives him a unique perspective both in terms of content and process of the Surgeon General's Report. He led the development of the Recovery Community Services Programs for recovery community organizations to help peers stay on the path to wellness, and directed the development and implementation of SAMHSA's Recovery-Oriented Systems of Care (ROSC) as well as the Presidential Initiative, Access to Recovery. H. Westley Clark has substantial experience as an educator on substance use disorder, equipping him with unique insights to the 18-25-year-old age group, a critical demographic in the substance use spectrum. Additionally, H. Westley Clark has worked with individuals from all racial and social economic backgrounds, including: veterans; people dependent or withdrawing from opioids; people dependent on or withdrawing from alcohol; people dependent on or withdrawing from stimulants like cocaine or methamphetamine; and people dependent on marijuana. An expert in substance use disorder policy and legal issues, having served the White House Office of National Drug Control Policy on the implementation of the President's Drug Strategy, tackling important issues such as making treatment accessible to pregnant and post-partum women, reducing recidivism among individuals in the criminal justice system, and increasing choice of treatment options, H. Westley Clark's unique constellation of experience, training, and skills position him to be uniquely qualified for this specific work. This is not a solicitation for competitive proposal.
