Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with MetOcean Data Systems Limited to transmit, decode, disseminate, and access the data transmissions of thirty-six (36) iridium drifters for the Atlantic Oceanographic and Meteorological Laboratory (AOML) in Miami, FL. Justification for Sole Source NOAA/AOML is taking over the data transmissions of thirty-six (36) iridium drifters purchased, activated, and deployed by the University of Hamburg, Germany. The University of Hamburg, Germany has been operating these drifters for the past three (3) months and their data is privately owned by the University. As the initial three (3) month operation has ended and the University can no longer support their mission, these three (3) months of data will be lost unless NOAA's Global Drifter Program (GDP) covers these costs. The GDP at AOML deploys, collects and quality controls data from drifters covering the entire globe to provide surface velocity and seas surface temperature measurements in an effort to improve climate predictions. These drifters are already positioned in the South Atlantic Ocean, an area of great interest for the GDP, therefore allowing operations to shift elsewhere without incurring extra expenses. It is NOAA/AOML's intent to continue this mission for another twelve (12) month period. MetOcean is the manufacturer of these thirty-six (36) iridium drifters. While the government recognizes that there are other commercial iridium resellers besides MetOcean, the initial three (3) months of data will be lost if a different vendor is used. Furthermore, if another company is used, the government would incur additional set up costs such as reactivation fees and costs associated with gathering the deployed drifters and preparing them with new decoders to access the data. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the data service may submit substantiating documentation in writing within ten days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
