Description
The 45 th Contracting Squadron intends to award a modification to increase the contract ceiling of the Instrumentation Radar Support Program (IRSP) (FA2521-16-D-0010) by $90.5M. This modification will be executed on a sole source basis under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to BAE Systems Technology Solutions and Services, 520 Gaither Road, Rockville, MD. This increased ceiling would be used during the current contract period of performance which ends 31 December 2020. The primary efforts which cause the need for the ceiling increase are as follows: -- A mandate to migrate from the current Telemetry frequency supporting program ranges' telemetry instrumentation systems. The timeframe for DoD's Advance wireless system version 3 (AWS3) Telemetry frequency selloff has been moved forward and been compressed to require completion during the performance period of the current contract. -- Changes in the Range Radar Replacement Program (RRRP) effort. The RRRP was revamped by DoD to now upgrading existing systems until new systems replacements can be properly vetted and funded. -- Increased need for depot level repairs and high cost requisitions to support telemetry sell off and increased mission tempo -- Additional depot level support required by the DoD's Memorandum of Agreement to support lifecycle maintenance of a radar asset transferred from the 45th Space Wing to Australia. This is not a request for competitive quotes; however, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within 10 days from the date of the publication of this synopsis. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses are due by 06/12/2017 2:00 pm EST. Information can be sent to the Contracting Officer at kathy.jackson.2@us.af.mil. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement, however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Costs associated with the preparation and submission of information and/or any follow-up information requests are the responsibility of the contractor and these costs will not be reimbursed by the Government.
