- SYSTEM SAFETY AND EXPLOSIVE SAFETY SUPPORT FOR THE TRIDENT II (D5) FLEET BALLISTIC MISSILE (FBM) PROGRAM 1.0 Classification Code B -- Special Studies/Analysis, not R&D 2.0 NAICS Code 541330 3.0 Contracting Office Address Strategic Systems Programs (SSP) 1250 10th Street, Suite 4600 Washington Navy Yard, DC 20374 4.0 Synopsis This SOURCES SOUGHT NOTICE (SSN) is issued to assist SSP in performing market research to determine industry interest and capability. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. 5.0 Purpose In accordance with FAR Part 10, SSP is conducting market research to identify businesses that are capable of providing historical Fleet Ballistic Missile (FBM) knowledge and expertise in explosive safety, missiles systems safety, and fleet operations safety. Potential sources must have a Department of Defense (DoD) secret security clearance or higher, be International Traffic in Arms Regulations (ITAR) compliant, and have demonstrated functional and technical expertise to execute the description of requirements with personnel who have first-hand FBM experience. In addition, prospective sources should be able to receive, generate, modify, and store classified documentation. 6.0 Description of Requirements SSP requires contractor support for assistance with technical evaluations, programmatic decisions, and problem investigations of safety matters related to the FBM Program. This effort shall include providing historical FBM expertise and knowledge to SSP representatives in the following safety areas: • Explosive Safety (may include, but not limited to) - o Providing safety analysis white papers, briefings, or independent assessments as requested by SSP in areas of FBM Explosives Development, Production, Testing, Deployment, and Disposal o Supporting investigations of fleet, facility, or factory problems related to FBM explosives • Missile Systems Safety (may include, but not limited to) - o Ensuring compliance with SSP missile system safety guidelines o Ensuring support to accomplish the safety program activities o Auditing contractor safety activities as necessary o Supporting Materials and Processing issues relating to Safety as requested by SSP • Fleet & Operations Safety (may include the following activity, but not limited to) - o Supporting nuclear weapon special safety studies and operational safety reviews. Note: Potential sources must have a DoD secret security clearance or higher, be ITAR compliant, and have demonstrated functional and technical expertise to execute the description of requirements with personnel who have first-hand FBM experience. Also, prospective sources should be able to receive, generate, modify, and store classified documentation. 7.0 Period of Performance The Period of Performance is estimated to be a period of 12 months with three option periods consisting of 12 months per option. 8.0 Place of Performance Contractor's Facility 9.0 Capability Package Submittal Requirements Interested sources should submit a capability package in Microsoft Word (Office compatible format) or PDF format using Times New Roman 12 point font and 1" margins. Packages are limited to a total of 15 pages and are due no later than 22 June 2017, 3:00pm EST. Please submit via e-mail to Timothy Haynes at Timothy.Haynes@ssp.navy.mil. Responders should indicate which portions of their responses are proprietary 10.0 SSN Disclaimer This SSN is issued solely for Market Research purposes.
