- This is a sources sought notice only. This notice does not constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. Market Research is being conducted to Service Disabled Veteran owned small business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, Small Disadvantaged Business, 8(a), Woman Owned Small Business or Hub zone interests. The Salisbury North Carolina Veterans Affairs Medical Center (VAMC) is trying to determine whether to set aside the acquisition to provide wheel chair van service. TECHNICAL REQUIREMENTS: The Department Veterans Affairs, W.G. Bill Hefner VA Medical Center (VAMC) located in Salisbury, North Carolina has a requirement to provide Wheelchair Van transportation for eligible Veterans located in the Salisbury VA Health Care System (VAHCS) catchment area of North Carolina and occasional trips to other VAMC s outside of SVAHCS catchment area in North Carolina for special care and treatment not provided by this VAMC. The services shall be provided twenty four (24) hours a day, seven (7) days a week, to include Federal holidays. The Contractor shall furnish all management, supervision, labor, materials, equipment, specified supplies, and resources necessary to provide Wheelchair Van transportation for wheelchair bound and to other eligible special need Veterans. This includes one way and/or round trip transportation services on an as needed basis from the Veterans place of residence to the designated facility within the SVAHCS or private facilities in the community. Any eligible Veteran, who requires medical services at multiple facilities on the same day, will be picked at their residence and will be transported to location of each medical appointment and returned back to their place of residence. The request for wheelchair van services are initiated by a Travel Consult written in CPRS by SVAHCS Providers/Social Workers. The Health Administration Service (HAS), Section Chief, Health and Travel Benefits, or his/her designee will determine if the Veteran meets administrative eligibility requirements of the Travel Consult and will facilitate contact with the wheelchair van service. The Government shall not exercise any supervision or control over those individuals performing the services of the contract. Contractors shall be accountable for the performance standards of the contract. MINIMUM EQUIPMENT REQUIREMENTS FOR ALL WHEELCHAIR VANS All vehicles used to provide services on this contract shall meet the following requirements: All vehicles must be registered in the State of North Carolina at the time of award All vehicles will have functioning mechanisms which ensure that all access doors are capable of being opened from the inside and remain closed and secure during travel. All vehicles will have a functioning speedometer indicating speed in miles per hour and a functioning odometer correctly indicating distance in tenths of a mile.
