General Supplemental Information for the Joint Multi-Role Technology Demonstrator (JMR TD) Request for Information: This Request for Information (RFI) is the initiation of market research under FAR, Part 10, and is not a request for proposals. This request is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement, or the Government use of such information. The US Army Aviation Development Directorate (ADD) seeks comments on its approach pertaining to the execution of its Capstone Demonstration as part of the Mission Systems Architecture Demonstration (MSAD) within the Joint Multi-Role (JMR) Technology Demonstrator (TD) program. The purpose of this RFI is to inform industry of a potential upcoming Capstone Demonstration solicitation and to obtain comments that could influence the effort scheduled to begin execution in FY2018. The Capstone Demonstration will be the culminating event in a series of three increasingly complex demonstrations being executed under JMR MSAD. In the past, the US Army has developed aviation platforms through independent procurements using a unique set of requirements implemented by a single vendor. Historically this method of procurement has resulted in aviation capability that is unsurpassed. Given the increasing sophistication and agility of current and future adversaries and the rapid advancement of technology and processing power, there are indications that the employment of this method has exceeded its ability to provide such expected capability in an affordable and timely manner. Therefore, JMR MSAD will pursue a proposed solution to this problem through a comprehensive approach to Government-led architecture definition, open systems enablers, model-based engineering and architecture centric virtual integration in order to strengthen the Government's buying power, improve efficiency, and provide an affordable, value-added military capability to the Warfighter. The Capstone Demonstration seeks to demonstrate, in collaboration with industry, aspects of the proposed solution through specific roles identified in the attached information in order to evaluate the efficiencies gained by applying a Family of Systems (FoS) approach to architecture definition. The accompanying attached document is a draft of the Broad Agency Announcement (BAA) for the Capstone Demonstration for informational use only. It describes the background, rationale and approach to performing this demonstration, and serves as a guide in understanding what the Government wants to achieve, and how the Government intends to achieve it. It includes an Appendix describing the Architecture Centric Virtual Integration Process (ACVIP). Because the attached document is a draft, it lacks many specifics that will be included in the final BAA; however, the Government believes that early release of this information will support industry planning and will enhance additional refinement while the plan continues to mature. Respondents are urged to study the attached information for a detailed description of the purpose behind and the approach to accomplishing the Capstone Demonstration. The Government requests contractors to submit responses in whitepaper format related to: • Feedback on the clarity, consistency and understanding of Capstone Demonstration Supplemental Information • Concerns, comments, issues, or problems with specific sections of attached Capstone Demonstration Supplemental Information • Feedback on and concerns about the specific aspects pertaining to expected performance requirements for the identified roles o Single Source of Truth o Architect o Joint Common Architecture Product Developer o Mission System Integrator o Capability Supplier • Specific recommendations of schedule and/or funding adjustments if available resources appear unrealistic to support desired Capstone Demonstration activities • Details on type of funding instrument/agreement or contract vehicle preferred and ability to cost share • Intent to respond to the Capstone Demonstration BAA and intended role(s) • Anticipated need for ACVIP/ System Theoretic Process Analysis (STPA) training/mentoring and general topics desired as part of that need (e.g. model development, tooling, implementation guidance, etc) • Recommendations pertaining to the high level requirements and deliverables of each of the identified roles • Recommended approach for addressing the potential quantity of deliverables given scope and resources of Capstone Demonstration • Recommended approach for GFE/GFI considering need to support multiple awards, and the need to simulate air vehicle input functions to the mission systems • Any other aspect pertinent to the Capstone Demonstration Any proprietary responses to this RFI will not be reviewed by the Government because proprietary information cannot be used to influence the Capstone Demonstration BAA. Any changes or modifications made to the Capstone Demonstration supplement information derived from responses to this RFI will be incorporated on a non-attribution basis. Responses should not describe any company specific Capstone Demonstration solicitation response strategy. Responses to this RFI are requested to be no more than 10 pages in length, and submitted within 45 days of RFI release. Submitted responses shall be unclassified. Responses should be submitted electronically via the AMRDEC Safe Access and File Exchange website (https://safe.amrdec.army.mil/SAFE/).
