- Administer and provide professional medical services required by state law to sustain a successful EMS program for the BLM-Arizona. The BLM-Arizona EMS Program will provide emergency medical care for wildland fire operations, employees involved in remote work projects, and the automated external defibrillator program located in BLM-Arizona facilities. The Centralized Medical Direction must have an Arizona licensed physician and be able to provide medical direction, guidance, and oversight to the BLM-Arizona EMT ¿s nationally across all 50 states when deployed to wildfire emergencies. The Centralized Medical Direction will have the overall responsibility for the medical aspects of care provided by the medical providers throughout the United States. Failure to produce a current and valid Arizona Medical License with the ability to provide national direction will disqualify candidates from consideration. The BLM-Arizona emergency medical personnel occasionally provide emergency medical care for employees and visitors that are participating in remote outdoor recreation and other high risk work activities such as wildland fire operations and law enforcement. On average, personnel respond to 15-20 emergency care events per year. The Central Medical Direction must oversee all aspects of the EMS program. This includes, but is not limited to assistance and expertise with the development of a medical supervision plan, provider credentialing, protocol development, continuing educational activities, patient care review, and contemporaneous on-line medical control. The Central Medical Direction is required to provide a reporting system for the BLM-Arizona medical personnel to report injuries from remote areas in an instantaneous manner. Attention from the physician should be available via the telephone, web based interactive chatting program, or through other reliable means on a 24 hour a day 365 days a year process within 15 minutes of the initiation of the report from the BLM-Arizona. It is estimated that approximately 200 hours of time on average annually, depending on fire activity, will be needed depending on fire activity to fulfill the needs of this requirement. Administrative Requirements The Centralized Medical Direction is required to have a system and process in place to track the training requirements and status of BLM-Arizona medical personnel. This includes but is not limited to generating reports to provide to BLM-Arizona Fire management and staff members. A call and dispatch log for medical services must be maintained and provided to BLM-Arizona Fire Management Staff on a quarterly basis. A comprehensive medical records system must be maintained and available on a HIPPA standard system which meets the requirements of all applicable laws. PII and other sensitive information must be protected according to state and federal laws. Certificates and other certification required documents shall be maintained by the Centralized Medical Direction and made available on a routine basis or as requested depending on the needs of the BLM-Arizona. Other administrative actions to be provided as needed to meet the requirements of this scope of work.
