- JOFOC Product List The Centers for Disease Control and Prevention (CDC), National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP) in Atlanta, Georgia, intends to negotiate a sole source Blanket Purchase Agreement (BPA) with BioRad Inc., under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of Bio-Rad reagents and supplies to conduct HIV prevention research and diagnostics and incidence. The Bio-Rad supplies and reagents have been used by the Lab Branch to validate assays and instruments, and to generate data that has been analyzed over many years. The continued use of the same reagents is required to assure continuity of research within labs in which considerable amounts of data have been already been accumulated and reported. Ordering from another source would compromise experiments and compromise the integrity of data. Also, the Lab Branch is evaluating BioRad's Geenius assay to establish the performance of the assay and to update the CDC-recommended HIV diagnostics guidelines. Geenius and HIV EIA kits are the only FDA-approved assay for HIV testing. We need the kits to continue our testing effort. There are no other kits that can be considered to meet our requirements. No generic equivalent reagents can be accepted. This is a notice of intent and is not a request for competitive quotes or proposals. Firms that believe they can meet the requirement are encouraged to identify themselves and provide a substantive statement with descriptive literature and any other supporting information to the Contracting Officer within 15 days of publication of this notice. All information received within 15 days of publication of this synopsis will be considered by the Government to determine if more than one firm can meet the Government's requirements and is capable of providing technically acceptable equipment, chemical reagents and services. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described requirement based upon responses to this notice is solely within the discretion of the Federal Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
