- Background: The Office of the Assistant Secretary of Defense (Energy, Installation, & Environment) (OASD(EI&E)) Basing Directorate provides policy and guidance to manage the Readiness and Environmental Protection Integration (REPI) Program. This includes policy, funding, leadership and management for DoD participation in large landscape partnerships and other key relationships that help to protect military value. The REPI Program provides an integrated strategy to protect military value by preventing, removing or mitigating restrictions to military test, training and operations. REPI is one component of the DoD Sustainable Ranges Program (SRP) that addresses and resolves current challenges to the long term sustainability of military testing, training and operations. Military force training To be able to train military forces and test equipment and munitions the military requires not only hard infrastructure, such as runways, hangars, roads, targets and all of the associated support equipment; it also draws on air, land, water and electronic spectrum resources. The military's ability to train, test and operate is increasingly constrained due to competition for these resources with commercial businesses, nearby communities, renewable energy projects. Objectives: Provide professional support via coordination of the Western Regional Partnership (WRP) in order to identify opportunities for collaboration and information exchange that support WRP partners, while promoting military readiness, sustainability, homeland security, and natural resource protection. The WRP is one of two landscape level regional partnerships that the OASD(EI&E) co-chairs and supports. The WRP provides a proactive and collaborative framework for senior-policy level Federal, State and Tribal leadership to identify common goals and emerging issues in the states of Arizona, California, Colorado, Nevada, New Mexico and Utah and to identify solutions that support WRP partners.
