- Attachment C - Certificate of Corporate Authority Attachment B - SF LLL Attachment A - Wage Determination Phase I Solicitation - W912DR-17-R-0022 This proposed procurement is Full and Open Competition (Unrestricted); NAICS 236220 "Commercial and Institutional Building Construction" with a size standard of $36,500,000.00. Project Description: New site features and pedestrian traffic patterns required for turnkey operation of the facility and operations. Project includes design and construction of a new employee screening facility at the Pentagon's entrance adjacent to the Metro in Arlington County, VA. This project will provide a new permanent employee screening facility for building badge holders entering the Pentagon at the existing Metro Entrance. This project will provide the capacity and capability to screen employees for potentially hazardous devices prior to entry into the Pentagon. The proposed building concept has a foot print of 10,400 SF for the new employee screening facility and will integrate with the new, recently completed Metro Entrance Visitor Screening Facility to improve operational efficiency and traffic intent of employees entering the Pentagon at the Metro entrance. Interior renovations to the existing Metro Entrance screening area will be required for integration and efficient functioning of the new employee screening facility with the new visitor screening facility at the Metro Entrance to the Pentagon. The new Employee Screening Facility will replace the temporary solutions currently in place to meet the increased security requirements post 9/11. The magnitude of construction is between $10,000,000.00 and $25,000,000.00. Additional information in accordance with the statement of work will be included in the request for proposal (RFP) package. This will be a Two Phase Design-Build contract utilizing the best value tradeoff process. An award will be made to the offeror whose proposal is determined to be the best value to the Government considering the evaluation factors. Phase I will be released on June 5, 2017 with proposals due on July 6, 2017. Phase 1 of the solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) website. To familiarize vendors with the system, please download the Vendor guide by logging into https://www.FBO.gov. The media through which the Governement chooses to issue the solicitation will be the Internet only. The solicitation will not be issued in paper format. Phase 2 of the solicitation will only be available to those offerors selected to advance to from Phase 1 to Phase 2. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (236220 listed above) to this acquisition must be in vendor's SAM registration.
