- PDF of FBO Announcement Request for Interested Consortium Managers for a Modeling and Simulation Other Transaction Purpose: The purpose of this special notice is to seek interested parties capable and interested in serving as an authorized agent, also referred to as a Consortium Management Firm (CMF), for a to-be established Modeling and Simulation (M&S) Other Transaction Agreement (OTA) in accordance with 10 U.S. Code § 2371b. Summary: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) recognizes that traditional acquisition strategies can often impede efforts to keep pace with the speed of technology's evolution. PEO STRI is embracing an OTA process to provide a responsive, flexible, and collaborative mechanism to maintain pace with that evolution. PEO STRI intends to establish the M&S Consortium to fulfill technology objectives that will serve as innovative catalysts in the areas of modeling, simulation and training through leading edge technologies that will enhance mission effectiveness for soldiers in faster, more efficient ways. Under a non-Federal Acquisition Regulation (FAR) agreement, the selected CMF will balance event management skills with in-depth technical knowledge of the M&S arena. Furthermore, the CMF's ability to recruit nontraditional partners will be critical to ensure that accepted prototypes will result in maintaining the most prepared military in the world. The overall membership of the consortium will consist of those firms who are enthusiastic about addressing progressive technical concepts and accelerating our military's readiness. PEO STRI and Army Contracting Command-Orlando are exploring options to competitively award the M&S OTA to a CMF, either new or existing, who has the capability to reach an industry base (nontraditional defense contractors, traditional defense contractors, and academia) and who can meet the mission as outlined above. Request: Interested parties are requested to provide white paper responses outlining possible technical solutions, capabilities, and critical cost/schedule drivers related to the following areas: 1) Approach to standing up an initial consortium and experience related to consortium management for a Government entity. 2) Experience in managing and delivering typical OTA-like projects in a consortium environment. 3) Experience and approach to serving as the primary facilitator and process enabler to draw out solutions amongst a pool of businesses who are likely to be competing for project awards. 4) Approach to identifying nontraditional defense contractors and niche modeling, simulation, and training capabilities in order to address the issues/tasks/topics put forward within the M&S consortium. 5) Experience in the modeling and simulation domain within the context of Federal Government acquisition. 6) Experience in the modeling and simulation domain within the commercial marketplace, outside of the traditional Federal Government acquisition process (i.e., FAR-based contracts). 7) Explain your process, and any associated tools, for receiving and managing project submissions. 8) Describe how you would integrate the Commercial Solutions Opening (CSO) method, or any other innovative procurement approaches, into your consortium business structure, if appropriate. 9) Describe a recommended business structure between the Government and the CMF, to include innovative fee structures and management plans. Include the time required to stand up the recommended structure. 10) Any additional information or suggestions related to the scope and/or path presented within for the establishment of an M&S consortium. The cover page of the response shall include the company name, Commercial and Government Entity (CAGE) Code (if available), business type, address, point of contact including phone number and email address. Responses shall be submitted in Microsoft Word format and limited to no greater than 10 pages, highlighting the 10 areas listed above. Responses: The response shall be due no later than 12:00 PM Eastern Standard Time (EST) on 13 July 2017. The responses shall be emailed to Mr. Brian Serra, brian.d.serra.civ@mail.mil and Mr. Iain Skeete, iain.skeete.civ@mail.mil. The Government intends to utilize responses to this special notice request to formulate our final contracting strategy for the M&S consortium. While it is our full intent to utilize a competitive process for this effort, the Government reserves the right to limit further competition based on the input received from this notice, as is practicable to achieve flexibility and efficiency. Therefore, all interested parties should respond to this notice in order to maintain consideration for this prospect. Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become government property and will not be returned. No basis for a claim against the Government shall arise as a result from a response to this special notice request.
